CARE is seeking an innovative and motivated individual to assume the role of Head of Cox’s Bazar, who will be responsible for providing oversight and leadership to the Rohingya Refugee Response program operation ensuring program quality and accountability. The person in this role will also be responsible for oversight of the day-to-day operations and program support functions of the Regional Office.
The person in this role will closely manage and work with Program Coordinators, Sector Leads, and Specialists to direct the implementation of the Refugee Response (RR) Program strategy in the field, ensuring that CARE’s intervention is timely, effective, and relevant to the needs of the refugees. This function also manages the Finance, HR and Program support with matrix management by the Department Heads in Dhaka.
The incumbent will ensure that a gender focus is incorporated into all aspects of programming for this project and will further develop the MEAL (Monitoring, Evaluation, and Learning) unit, ensuring that an M&E framework is established and sustained with the appropriate outcome measurements. The Head of Cox’s Bazar will oversee resource management and fundraising in coordination with the DCD-P and will provide training, mentoring and capacity building, especially for CARE Bangladesh national staff and potentially for partner agencies as well.
Particular attention will be given to the financial and administrative responsibilities of program staff to ensure efficiency and compliance. The Head of Cox’s Bazar will manage day-to-day communication with field implementation teams and provide general guidance on field activities implemented by program staff and/or partners.
The Head of Cox’s Bazar will be part of the Senior Management Team (SMT) and will report directly to the Deputy Country Director – Programs.

Qualifications:
- Bachelors’ degree in Business Administration, or related field. Master’s degree preferred
- Minimum of 5 or 7 years of development/ humanitarian relief management experience in complex environments
- Understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil-military liaison
- Familiar with humanitarian programming and inter-agency coordination systems with strong representation and negotiation skills
- High level of all aspects of managerial experience, including managing multi-million dollar budgets
- Strong project cycle management skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
- Proven experience of successful resource mobilization, coordination, and organizational positioning.
- Demonstrated administrative, and financial experience and the ability to lead a multi-disciplinary, multi-national team under difficult circumstances.
