CRF intervention in the area
The Democratic Republic of Congo, the second largest country in Africa, is now home to 95 million inhabitants. A rapidly growing population that is facing a prolonged multi-sectoral crisis. The challenges are immense, both in terms of epidemiology, access to water, sanitation and health, and in terms of protection or food insecurity.
The French Red Cross has been operating in the DRC since 1979 as part of a partnership with the Red Cross of the Democratic Republic of Congo (CRRDC). Since the 2000s, the CRF has had a delegation (permanent office) in Kinshasa, and has mainly carried out health projects in the former Bandundu. Since 2018, the organization has intensified its interventions, with projects focused on the Prevention and Control of Infections (PCI) and diseases of epidemiological nature, Water, Hygiene and Sanitation (WASH) measures and support for health personnel and centers.
Today, the CRF has a representative office in Kinshasa, a coordination office in Bukavu and a base in Uvira, and wishes to extend its intervention alongside the Red Cross of the DRC in North Kivu, via a response to epidemics (project submitted, but not validated to date).

General mission of the DMI:
Under the hierarchical supervision of the Great Lakes Desk, based at the CRF headquarters, the Head of Delegation Congo/DRC will be responsible for the coordination and strategic positioning of the delegation and will be responsible for the quality of the programmes carried out and the management of financial and logistical resources. Responsible for security, the Head of Delegation ensures that the staff under his/her responsibility respect and understand the Support and Services Agreement between the ICRC and the CRF. He/she is also responsible for good partnership relations with the Red Cross of the DRC.

Type of status: expatriate
Type of contract: Fixed-term contract under French law/precariousness bonus paid at the end of the contract
End-of-year bonus: equivalent to a 13th month pro rata to the time of presence
Perdiem: daily perdiem which varies depending on the country
Leave: 5 weeks of paid leave/year and 21 days of recovery – Plane ticket covered 100% by the CRf for home/mission travel for 6-month leave

Qualifications and experience:
Bac+4/5 training in humanitarian project management or equivalent training. Significant experience in an identical position of 3 years required. Experience in volatile security contexts appreciated. Experience in team management desired.
