Context :

Burkina Faso has been operating in a complex security and humanitarian crisis context since 2014, generating significant and complementary humanitarian, development and peace promotion needs.

The Terre des hommes Foundation (Tdh) is an independent, neutral and impartial Swiss organization, present and legally recognized in Burkina Faso since 1986.

The Terre des hommes Foundation in Burkina Faso is one of the largest in terms of financial volume (annual budget of CHF 10M) and number of employees at the global level. It develops its entire programmatic approach through projects related to health, justice and migration, but also its cross-cutting expertise: child protection, WASH, ICT4D.

In 2024, Tdh operations are carried out in the majority of the country’s regions, with a strong concentration in the Boucle du Mouhoun and North regions. In addition to its national office in Ouagadougou, Tdh has offices in Dédougou, Ouahigouya, Tougan, Boromo and Zorgho. Tdh’s interventions in Burkina Faso, carried out by more than 200 employees, have directly reached more than 300,000 children and members of their community.

The candidate who will be selected for the position of Head of Delegation will be able to count on a committed, experienced and highly motivated team, with a historical community and institutional anchoring of the projects carried out by Tdh and its partners.

Main responsibilities:

As representative of the Foundation in his/her country of assignment, the Head of Delegation:

  • Represents Tdh (including legally) and promotes the entirety of its mandate in its country of assignment.
  • Develops and guarantees the implementation of the multi-year Strategy, the Annual Operational Plans (POA) of the Delegation in compliance with Strategic Planning and internal processes (budget management, HR and logistics management, quality and accountability).
  • In collaboration with the programs, coordinates the development of projects in his/her country of assignment.
  • Directs and supervises all activities related to Terre des hommes projects in his/her country of assignment.
  • Ensures the implementation of an operational risk management system in the Delegation.
  • Manages the Delegation teams.
  • Ensures the internal and external communication of the Delegation.

Specific responsibilities:

  • He/she ensures the proper management of programs in line with donor requirements and the Foundation’s strategy.
  • He/she supervises the employees under his/her responsibility, from recruitment to the end of the collaboration relationships.
  • He/she ensures the implementation of an efficient security framework, known and respected by the staff.
  • He/she leads the search for funds and negotiations with donors and partners present in the intervention zone.
  • He/she ensures good management practices that respect Tdh values ​​and applies and ensures the implementation of the personnel management policy within the delegation.
  • He/she ensures coordination with national authorities and the application and monitoring of agreements signed between Tdh and its partners and national/local authorities.
  • He/she ensures the proper financial management of the delegation and the funds made available.
  • In coordination with the Headquarters, he/she ensures good communication and visibility of projects and the foundation.
  • He/she is responsible for the application of institutional rules and policies.
  • He/she ensures the good reputation of the Foundation in the country.
  • He/she develops synergies and partnerships with other international and national actors present according to the operational and strategic priorities of the Foundation.
  • He/she ensures a good flow of operational information within the delegation, with the regional level and with headquarters.

Profile :

Training: Master’s degree or training/experience deemed equivalent within the framework of international cooperation, bachelor’s or master’s degree in health are an asset.

Experience / Skills:

  • Experience in the fields of Health, Justice, Social Cohesion and Migration, experience in the fields of child protection, WASH and ICT4D are an asset
  • Experience in managing triple nexus projects and programs (Humanitarian, Development, Peace Promotion)
  • Experience as Country Director of at least 5 years in an NGO.
  • Experience in consortium development and management
  • Proven experience in managing a large delegation
  • Excellent knowledge of institutional donors (ECHO, INTPA, BMGF, FM, UNICEF, USAID, etc.)
  • Experience in West Africa – Sahel desired
  • Experience in a volatile security environment

LANGUAGES :

  • French, English an asset

IT knowledge:

  • Perfect mastery of IT tools (Office Pack)

Salary :

Expatriate contract under Swiss law, gross monthly salary between CHF 4,850 and CHF 6,610 x13 (+ AVS deduction for Swiss candidates). Insurance, illness, accident, repatriation. 25 days of leave/year. Return plane ticket/year.
