Head Of Delegation In Mali At Spanish Red Cross

We are looking to integrate into the Delegation of the Spanish Red Cross in Mali a person to assume, temporarily, the position of Head of Delegation in replacement of a medical leave, in order to follow up and execute the projects of the Delegation, as well as to support and strengthen the National Society. In addition to assuming institutional representation before the different actors in the country.

What will your duties be:

• You will coordinate and monitor the technical/economic part of the CRE Delegation’s projects in Mali.
• You will be responsible for strengthening CRE’s work in the country, by identifying and formulating new proposals, as well as seeking funding and possible collaborations with other organizations.
• You will represent CRE and coordinate relations with other members of the Movement, donors (ECHO, EU, etc.), local authorities, international agencies, various institutions, Spanish and international NGOs and the Malian Red Cross, taking into account the values, principles and action strategy of the CRE in Mali;
• You will coordinate and supervise the CRE Delegation’s expatriate staff team, as well as the local CRM team for the management and planning of activities in compliance with CRE, CRM and donor regulations.
• You will carry out the evaluation and closure of ongoing projects during the implementation of the projects and reformulate if necessary the needs proposed in the field and validated by the Central Office.
• You will participate in the preparation of monitoring and final, technical and financial reports in English and French, under the responsibility of the CRE Delegation in Mali, according to the internal formats and procedures of CRE, CRM and donors.
• You will carry out the verification of the collection and management of the documentation necessary for the justification of the projects (technical/economic).
• You will help identify and formulate new proposals in different regions of the country, in line with the requirements of major donors.
• You will be responsible for the coordination and monitoring of institutional and security aspects in the CR delegation.
• You will provide support to the CRE delegation in Mali, based on the needs identified by CRE in the Central Office.
• You will collaborate on other tasks that may be relevant, during the mission, within the framework of the action plan.

The requirements for this position are…

• Bachelor’s degree or equivalent experience.
• Previous experience in managing development cooperation and humanitarian aid projects, at least one and a half years.
• Experience in coordination, negotiation and team management.
• Experience in budget management and economic monitoring.
• Knowledge of the Logical Framework Approach.
• Training in International Cooperation.
• Ability to supervise and manage multicultural teams.
• Level C1 of French, spoken and written (an essay will be carried out).
• Windows domain (Microsoft Office, Internet …)

We will evaluate…

• Specific training in the AH and CI intervention sectors.
• Work experience in Africa, particularly in the Sahel.
• Project experience in the areas of food security, livelihoods, water and sanitation and migration or internal displacement.
• Experience in the identification, formulation, execution and justification of projects.
• Experience in management, administration, fleet, equipment.
• Knowledge of the regulations of the main donors (ECHO, EU, AECID etc.).
• Experience/training working with the International Red Cross and Red Crescent Movement, or CRE, IMPACT.
• Ability to live in adverse conditions.
• Level B2 of English, spoken and written.
• Knowledge of the local context.
• Knowledge of CRE tools and procedures within International Cooperation.
• Core competencies of the Spanish Red Cross: commitment to the Spanish Red Cross, orientation towards perseverance, organizational capacity and planning and direction of people (leadership).
• Be a paid staff member or volunteer of the Red Cross or belong to one of the vulnerable population categories targeted by the Red Cross Employment Plan.
• At the time of hiring, you must be in possession of the documentation required by Spanish labor legislation to execute the contract.

What we offer you…

• Temporary contract (replacement by sick leave).

• Full day. Schedule in person at the Delegation headquarters according to the customs and practices of the destination country.
• Professional group: International delegate level 3
• Gross annual salary: approximately 49,459.56 Euros.
• Family position: No (depending on duration).

Life insurance linked to an employment contract for the delegate. R&R measures by mission destination, if the mission lasts four months or more.
