A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. It also heads 12 regional health and social training institutes.
Internationally, the CRF operates in 16 countries alongside National Societies and 3 regional platforms (PIRAC, PIROI and PIROPS), on the following themes: Health and Disaster Risk Management.
Just as in the professions it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This translates into an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at the greatest efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their full autonomy.

Job Context
The French Red Cross (CRF) has been present in Lebanon since 2013 in support of the Lebanese Red Cross (CRL). The partnership is based on a delegated management operating mode in order to provide support to response programs following the ongoing conflict and in the long term to support the risk and disaster reduction sector.
Currently, the projects under implementation are:
- a risk and disaster management project (focus on flood risks) from 2020-2025 in consortium with the Lebanese Red Cross and Solidarités International, and funded by the French Development Agency. This project aims to prevent and reduce flood risks for communities living in the two watersheds, through the establishment of an early warning system and the strengthening of prevention and response capacities through a participatory approach.
- a conflict-related emergency support project, funded by the Crisis and Support Center, and a call for donations (general public collection, businesses, communities, etc.), which aims to support the CRL’s emergency response through support for CRL departments with a particular focus on the blood collection, ambulances and primary health sectors.
Furthermore, the CRF has been supporting the Syrian Arab Red Crescent (SARC) in the areas of WASH and health since 2020. An emergency support project following the terrible earthquake of 2023 is underway and aims to strengthen access to hygiene measures and reduce the risk of spreading infectious diseases or infections associated with care in health facilities. Regular visits to Syria (Damascus) will be required of the candidate.
As Head of Delegation, the delegate ensures the smooth running of current activities. Depending on the partner’s requests, he/she may be required to develop new sectors of activity.

Under the authority of the Middle East North Africa Desk Manager in Paris, the tasks inherent to the Head of Delegation are divided into seven categories:
- Definition of the strategy and operational positioning of the French Red Cross in the two countries under its responsibility
- Operational implementation and monitoring of activities
- Supervision of the management of financial and logistical resources of the delegation of Lebanon and Syria
- Responsible for management and human resources management
- Communication and reporting management
- Security Management Officer
- Ensures the capitalization of knowledge, methods, tools linked to programs and intervention context
HIERARCHICAL AND FUNCTIONAL LINKS
Works under the direct responsibility of the Middle East North Africa Desk Manager based in Paris.
The CRF delegation in Lebanon is composed of:
- 1 Logistics delegate
- 1 delegate Program Coordinator
- 5 national employees (Admin – HR – Finance – Logistics – Risk and disaster management)
The head of delegation is hierarchically responsible for:
- logistics delegate
- program delegate
- National Employee Financial/Administrative and HR Coordinator
- National Employee Risk and Disaster Management
Working links
Collaborates internally with : The Middle East desk assistant, the headquarters support services, the headquarters “technical expertise” services.
Collaborates externally with : Representatives of the CRL and SARC, Regional representatives of all other CRs present in Lebanon and Syria, the ICRC and the IFRC, Technical and financial partners, Humanitarian operational partners

Conditions of employment
- Status type : expatriate
- Type of contract : Fixed-term contract under French law/precarious employment bonus paid at the end of the contract
- End-of-year bonus : equivalent to a 13th month pro-rated to the time of presence
- Perdiem : daily perdiem which varies depending on the country
- Leave : 5 weeks of paid leave/year and 21 days of recovery – Airfare 100% covered by the CRf for home/mission travel for 6-month leave
- Health coverage : CFE + MSH Mutual Insurance (100% covered) – 75% covered by the CRf
- MedEvac/repatriation insurance : YES
- Other insurance : provident cover (death-disability)

Qualifications and experience
Training Bac+4/5 / Master in Political Science – Coordination of humanitarian programs or equivalent training. Significant experience in an identical position of 3 years required. Experience in volatile security contexts appreciated. Experience in team management desired.
