Description
Mission
Ensure the execution of MDM Spain’s emergency operations in the contexts where it is present, as well as in sudden emergencies, in line with the Organization’s strategic objectives in this area, and in compliance with MDM Spain’s internal procedures.
Currently, the emergency unit is in charge of operations in the Occupied Palestinian Territories (oPT), including Gaza, but this could vary during the course of the contract depending on mission needs. The emergency unit will be responsible for preparing and strengthening the response to emergencies in the countries where Médicos del Mundo Spain has a presence (America, Africa, Syria, Ukraine). This position is part of the International Programs Department of Médicos del Mundo and reports hierarchically to the Director of International Programs.
Responsibilities
Coordinate the Headquarters (HC) team that is part of the emergency unit, and provide support to the teams in the different operational centers (countries) to ensure adequate preparation, strengthening and response to emergencies.
Design, supervise, support and monitor the implementation of emergency preparedness and response plans, in close coordination and collaboration with the country and SC teams, ensuring their alignment with the international programs department’s (IPD) emergency strategy and the organization’s global strategic plan, and in compliance with internal policies and regulations, and the department’s management guidelines.
Ensure the implementation and implementation of the strategic vision of Doctors of the World in each of the actions related to emergency preparedness and response.
Provide strategic vision and analysis for evidence-based decision-making in countries, programs and projects for emergency preparedness and response.
Constantly monitor potential emergencies at a global level to ensure proper preparation and deployment of the response in a timely manner.
Ensure the technical quality of emergency responses, as well as their consistency with the identified health needs and the strategic lines of the organization.
Ultimately responsible for monitoring the emergency unit’s budget and ensuring the preparation and compilation of its annual budget, with the support of the unit’s economic and financial technicians and the financing, planning and improvements unit. Ultimately responsible for the contributions of his/her unit to the DPI’s annual budget.
Responsible for HR management of the SC unit, and support for HR management in the geographical areas covered.
Responsible, together with the Country Coordinators, for ensuring the existence and annual updating of emergency response preparedness plans (EPREPs) in the countries where Médicos del Mundo España has a presence and operations.
Establish mechanisms that allow for the reorientation and improvement of programs, advising teams on their proper implementation.
Contribute to the updating and compliance of internal security standards within the entity’s global security framework in the countries.
Identify, create and consolidate strategic alliances that enable an efficient and adapted response to emergencies, guaranteeing the transmission of an image consistent with the values of the entity.
Promote and maintain contact with the different actors involved in emergency preparation and response at the international and national level, participate in platforms and forums related to emergencies at a global level.
Lead the operational certification process of Médicos del Mundo España in the EMT (1), in close coordination with the members of the international programs committee.
Represent MDM Spain in different forums related to the response to health emergencies on demand.
Coordinate the participation of volunteers in their area of activity, paying special attention to the needs of the thematic and strategic groups, if applicable.
Propose political advocacy actions regarding their area of responsibility. Maintain close communication, updating and coordination with the communications and fundraising departments on everything related to emergencies.
Lead the formulation of internal, periodic and final narrative reports to donors, as well as the justification of planned activities to financial entities in coordination with the rest of the emergency unit team, the countries, and the SC departments involved.
Promote networking with other Doctors of the World chapters and with other international and local organizations.
Participate proactively and purposefully in internal processes, periodic meetings of heads of geographic units, the international programs committee when requested, and others that are considered pertinent and requested by management.
Training
Academic Qualification:
University degree in medicine, nursing, or public health.
Additional training: Humanitarian Aid, emergency response. Logical framework, project cycle management, team and programme management in the humanitarian field. Training/experience in budget monitoring and technical justification of projects.

Languages: Spanish B2, English B2 mandatory, French B2 mandatory.
IT: Good command of Office user level, Share Point, Outlook, database.
Experience
The ideal candidate will have at least 3 years of experience in similar positions, and a minimum of 5 years of experience in the field of humanitarian action, with demonstrable experience in emergency response, and in field positions of progressive responsibility in management of programs, teams, budget and relations with international funders.
