The HR directorate is located in Head Office, reporting to the Deputy Secretary General/ Organizational Development department. Global HR directorate develops and maintains NRC’s global HR and people management strategies and priorities, designed to support NRC in the delivery of its mission and strategy and provides specialist expertise; leading global HR project change management, working within a matrix structure and providing support to HR professionals located in other countries (regional offices, country operations, representative offices).
As the Head of Field HR, you will be responsible, on behalf of the Global HR Director, to take a lead role in employee relations strategy development and delivery, and in operationalization of HR policies, frameworks, standards, tools and SOPs for our regional offices and country operation. The success of the continuous development and improvement of HR processes for our country operations, is relying on this role’s close collaboration with Regional HR in change management processes, developing and implementing Global HR policies to ensure coordination of support to the Country Offices.
Your role is part of a technical matrix structure and works in collaborative with colleagues in both technical and operational management structures at all levels.
Your responsibility will specifically entail you to;
- Strengthen quality in the knowledge management of global HR systems and process, for HR community in the field and NRC leaders
- Be responsible to ensure that regional HR are provided with relevant information for changes in HR operation, share best practice and trainings to regional
- Act as HR Director when required

These professional competencies will enable you perform in this role
- Professional knowledge of employer and employee relations, performance management, compensation and benefits, learning & development, staff care
- Understanding of organizational development and cultural change
- At least 5 years of relevant experience within the humanitarian field including field work and line management (including in complex contexts)
- Fluency in English, both written and verbal
These context related skills, knowledge and experience will facilitate your ability to exceed expectations
- Knowledge of Norwegian labour laws and experience in dealing with employee cases
- Advanced understanding of NRC’s operational contexts
- Experience of managing successful change projects
- Strong ability to collaborate and communicate
