Within the framework of the Children and Youth on Migration Routes in North and West Africa project financed by Switzerland, the consortium composed of Helvetas, Tdh, GIZ, is implementing with the partners of the extended consortium composed of : SSI-AO, SSI, ENDA/MAEJT, MDM, MMC the first phase of the project scheduled to run from 2022 to 2025; The “Children and Young People on the Migration Routes of North and West Africa” project aims to strengthen national and regional systems for protection, education and socio-economic integration in a sustainable way, and to facilitate access by mobile children and young people to the services provided by these systems (economic integration from the age of 18).

We are looking for professional who can work well within the team or independently as needed. A person with a strong communication skill, including remote coordination, support and mentorship capacities, to multicultural teams and a set of different organizations.

Job description : Head of Finance and Administration

Hierarchy

Direct Superior Project Manager

Management Responsibilities Staff admin and finance of the project (Accountants etc.).

Main tasks and responsabilities :

  • Establish, manage, and update the programme’s finance management systems, procedures, regular accountancy as well as relevant processes leading to efficient financial management, controlling and reporting.
  • Ensure high quality and timely reporting and compliance measures towards the organisational and donor requirements.
  • Provide advice, extend technical backstopping, support and train the operational team and partners on financial management and monitoring, thereby contributing to a high-quality financial adherence and oversight of the program and partners.
  • Guide and support the Programme Management in ensuring compliance with national regulatory requirements, internal control system as well as donor financial rules and processes.
  • Lead and coordinate the programme audit process, ensure timely follow up of audit recommendations as well as oversight of Partners audit and guidance.
  • Human resources administration: Ensuring a comprehensive institutional framework for the administration of regular and temporary staff.
  • Oversight of program administration: Maintain reliable working conditions and relationships.
  • Together with the Project Manager review procurement processes, coordinate on this with the HO, and provide the Programme Management and project’s members with advice.
  • Ensure timely preparation and accessibility of financial reports (Banana, partner’s reporting) for HO, including contribution of financial sections in operational reports.
  • Lead on annual/phase closing and support on compilation of cost statements to SDC in accordance with SDC Agreement and in coordination with the IA Finance Manager, including coordination of audits.
  • Contribute to budget development, margin analysis, direct periodic budget revisions (POR) as required.
  • Coordinate and advise partner organizations by:
    • Preparation, revision and budgetary measures.
    • Strengthening their systems and procedures.
    • Training and facilitation of strict compliance and timely notification.
    • Proceed with a partner risk assessment to evaluate systems and procedures of the partners.
  • Ensure compliance with legal provisions on income tax, VAT/service taxes and other applicable local laws, and report in a timely manner to the competent authorities.
  • In consultation with the Programme Management and IA Financial Manager coordinate necessary HO processes related to compliance, controlling and internal audit with relevant organisational units within FCO, seeking also their advice on programme-specific financial matters.
  • Coordinate regular internal and external audit of projects and partners as required.
  • Ensure timely audit, participate in audit reports and support the implementation of audit recommendations and organize systematic follow-up.

Human resources :

  • Support the development of personnel policies, salary structures and their regular updating
  • Support in the staff recruitment process, management of staff contracts, extensions and terminations
  • Managing staff salaries and social insurance
  • Secure the procedure for obtaining visas/permissions for expatriate staff and their families stationed in the country, external consultants as well as for service trips abroad of RFP staff

Profile and competencies

  • Advanced degree in accounting, such as a degree in economics and commerce, business administration, or accounting and finance.
  • Ideally 10 years of professional experience, including 5 years of financial management.
  • programmes and knowledge of international accounting standards.
  • In-depth knowledge of the provisions of applicable national law.
  • Knowledge of the different institutional requirements for possible statutory compliances
  • In-depth knowledge of NGO accounting, bidding process and donor requirements.
  • Strong experience in the financial management of donor-funded

Assets

  • Working knowledge of other international accounting software.
  • Past experience working with inter/multinational agencies.

  • Ability to improve, innovate and solve problems, demonstration of good administrative skills
  • Experience in responding to tenders for development consulting services.
