Head of Finance and Fundraising At Damnok Toek

START DATE: January 2023 (or later – to be discussed)

LOCATION: Based in Phnom Penh with frequent travel to Kep, Neak Loeung, and Banteay Meanchey provinces

JOB PURPOSE:

DT is looking for a dynamic individual to pursue the responsibilities of the Head of Finance and Fundraising. The purpose of this position is to develop and oversee the implementation of DT’s finance, fundraising and partnership strategy, as well as the annual budget and cash flow, and to manage the coordination of these areas. Under the responsibility of the Operations Director (OD), the Head of Finance and Fundraising will work directly with relevant key staff members to ensure effective financial management, budget monitoring and reporting, in addition to maintaining and developing partnerships to help us increase our non-profit income and expand our pool of donors. The position will contribute to effective, efficient, ethical and environmental operational management aimed at addressing the perceived needs of vulnerable children, youth and their families.

MAIN ROLES AND RESPONSIBILITIES:

1. Financial Management

  • Assumes overall responsibility for financial management across all programs within DT including the head office;
  • Oversees the annual budget, cash flow and targets;
  • Ensures quality financial processes are in place and implemented or will develop new/ad hoc financial processes to support program implementation and manage issues as required;
  • Undertakes the monthly review and financial analysis of the budget to give visibility into costs and cash flow and alerts the Management on issues that are anticipated before they arise;
  • Coordinates long-term budgetary planning and costs management in alignment with Damnok Toek’s multi-year strategy, aiming to improve organizational development and ensure long-term sustainability;
  • Provides advice to the Operations Director and Management on issues, trends, and changes in DT’s financial operating performance and operational delivery;
  • Assumes projects’ financial risks and formulates mitigation strategies to avoid any negative impacts on the operations of DT;
  • Provides ongoing support and direction to ensure that the programs and operational management on the field are working to the approved budgets for programs;
  • Works closely with the Chairman to ensure that DT Board is kept fully informed about all critical financial issues.

2. Strategic Roles

  • Develops DT’s fundraising strategy to set goals and milestones and organizes fundraising-related activities such as events, etc.;
  • Leads the implementation of DT’s fundraising strategy in close collaboration with the OD, the Executive Director (ED), the Finance Officer, the Fundraising Technical Advisor and other relevant key staff to ensure diversification of funds and multi-year support;
  • Works in collaboration with the Fundraising Technical Advisor (Fundraising TA) and the Finance Officer to avoid overlaps of roles and responsibilities, with the collective goal of ensuring effective financial management and fundraising efforts;
  • Supports the Fundraising TA in narrative and financial reporting and coordinates the timely delivery of all reports to existing donors;
  • Builds relationships with existing donors and provides procurement and administrative support during final funding negotiations;
  • Works with the Fundraising TA to develop and write innovative, high-quality funding proposals for a range of funding partners and donors, ensuring effective budgeting and compliance;
  • Represents the Financial Department of DT in external meetings with key stakeholders including partner NGOs, consortium partners, prospective and existing donors, institutional partners, government, local and national authorities, etc. and coordinates relationships as required;
  • Ensures quality funding report to suit with donor reporting templates and timely submission to donors;
  • Ensures fundraising-related activities have effective tracking systems in place and that a funding calendar, donor database, and mailing list are maintained and updated regularly;
  • Works alongside the Operations Director and assists in decision-making actions regarding Financial Management and Fundraising;
  • Provides information and assists during strategic and annual budget planning meetings on a management level;
  • Develops and contributes to DT’s overall strategy in the field of fundraising and organizational development measures.

3. Networking and Representation

  • Represents DT within fundraising networks, workshops, conferences, and other events in the field including donor visits as needed;
  • Works with partners for synergy building and resource pooling to address the needs of vulnerable children.

MINIMUM QUALIFICATION AND COMPETENCIES:

  • At least a Bachelor’s Degree in a relevant field (Business Administration Finance/Accounting, etc.);
  • Fluency in written and spoken English;
  • Proficiency in written or spoken Khmer is a plus;
  • At least 5 years of relevant experience working in finance and fundraising, preferably in the non-profit sector, and specifically in grassroots organizations;
  • Experience designing multi-year budgets and managing cash flow for ~ 1M$/year budgets;
  • Experience managing partnerships with institutional stakeholders, government agents, and international donors;
  • Demonstrated ability with reviewing, creating, and implementing new systems and approaches;
  • Advanced knowledge of accounting and reporting software – QuickBooks and Microsoft Office experience – is a plus;
  • Strong understanding of and commitment to child protection and disability issues specifically in the Cambodian context;
  • Strong narrative writing skills and high analytical skills;
  • Ability to work independently and efficiently;
  • Cross-cultural and interpersonal communication skills;
  • Respect for the child protection policy and no prior offences in regard to children.
