The position is to be filled as soon as possible, with an initial contract duration of two years. There are good prospects for an extension. Employment location will be Goma, Democratic Republic of the Congo.
Welthungerhilfe’s country programme in the Democratic Republic of Congo (DRC) aims to prevent malnutrition, especially among the most vulnerable, structure farmers’ organizations, improve the agricultural value chain and ensure diversification of production. As Head of Finance you are responsible for all financial and administrative processes of the DRC country programme, including the various projects and ensure a financial management in accordance with the relevant donor and Welthungerhilfe rules and regulations. You will implement existing financial management standards in the programmes and projects efficiently and promptly, thereby making a significant contribution towards the success of the programme work.
Your responsibilities
- Checking and supporting budget planning and adjustment of the projects (own and donor funds)
- Controlling and supervising liquidity planning of the projects
- Ensuring costs are cleared internally within a project (appropriate allocation of costs)
- Coordinating country office statements on audit and accounting reports and checking the implementation of appropriate recommendations and requirements
- Supervising the financial administration of the country office and all measures to re-finance the country office
- Initiation and checking of refunds/returns/final fund requests to donors
- Modification of projects and preparation of cost and financing plans
- Recruitment and management of Human Resources
- Instructing and supporting project partner organisations (PPO) in financial management
- Checking compliance with the Assignment Allocation Regulations (AAR) and the management of relief supplies
Your profile
- A university or polytechnic degree or business training with specialist knowledge in finance, accounting and/or controlling
- At least 5 years of project-related professional experience in the administration of co-financed projects for international (aid) organisations
- Working experience in DRC or Central Africa would be an advantage
- USAID, EU and/or GIZ donor experience would be an asset
- Excellent coordination and organizational skills, including ability to work under pressure
- Co-operation skills and ability to work in a multinational team
- Excellent communication skills and broad intercultural competences
- Motivated and willing to take initiative (determination)
- A high level of mental and physical resilience and readiness to travel to areas with volatile local conditions
- Excellent spoken and written English and French; German language skills would be an asset
