The Organisation

The International Institute for Environment and Development (IIED) is a policy and action research organisation. We promote sustainable development to improve livelihoods and protect the environments on which these livelihoods are built. We specialise in linking local priorities to global challenges. IIED is based in London and works in Africa, Asia, Latin America, the Middle East and the Pacific, with some of the world’s most vulnerable people. We work with them to strengthen their voice in the decision-making arenas that affect them – from village councils to international conventions.

Part of IIED’s Climate Change Group, the Global Climate Law, Policy and Governance Team works to strengthen the capacities and capabilities of the Least Developed Country (LDC) Group so that they can proactively engage in United Nations Framework Convention on Climate Change (UNFCCC) negotiations and other multilateral fora, ensuring equitable and effective climate change decisions for the poorest in the world and increasing global ambition for climate action. In IIED’s five-year strategy our flagship work with the LDCs for climate justice and climate ambition is a priority for action.

We are now looking for a Head of Global Climate Law, Policy and Governance Programme for an 18 month contract, covering a period of maternity leave.

The Role

As the Head of Global Climate Law, Policy and Governance Programme, you will lead the strategic direction, design and delivery of the Global Climate Law, Policy and Governance programme. You will provide legal, technical and strategic advice to the LDC Group in UN climate negotiations as requested.

With a particular focus on the LDC Group, you will lead the team striving for equity in the global decision-making process and implementation of the Paris Agreement.

You will amplify the voices of the LDCs, respecting and supporting their leadership, ownership and agency. You will contribute to the design and management of our strategic direction on a global level and support the LDC Group in the UNFCCC process.

About You

To be considered as our Head of Global Climate Law, Policy and Governance Programme, you will need:

  • At least 10 years’ experience in multilateral decision-making processes, or other relevant areas of work
  • A track record of publications in the field of climate governance, climate diplomacy or related areas
  • Previous experience devising and securing funds for capacity strengthening and technical assistance projects with partners from the Global South
  • Experience in providing high-level strategic advice in the context of climate diplomacy
  • Extensive experience in managing diverse teams
  • Strong networks and relationships with LDC Governments and/or UNFCCC focal points
  • An excellent understanding of UNFCCC negotiations and operationalisation of the LDC Group in the UN
  • A thorough understanding of capacity building, climate finance and gender dimensions of global decision-making processes
  • An understanding of climate diplomacy
  • A post-graduate degree in international law, international relations, international development, global governance and diplomacy or a related field; or equivalent relevant experience
  • Effective English language skills
  • Proficiency in IT

Professional training in leadership and management would be beneficial to your application, as would an understanding of national level laws, policies and governance structures of LDCs.

An understanding of relevant policy areas such as effective adaptation and resilience, Nationally Determined Contributions and Long-Term Climate Strategies and climate transparency would also be desirable. Experience working with LDC governments would be equally advantageous.

Working knowledge of French would also be favourable, as would an understanding of how other groups of negotiators work, including the G77+China, African Group of Negotiators and AILAC.

Strong relationships and experience in working with civil society organisations and donor communities would also be an advantage.

Please note, this role will require willingness to travel to UNFCCC conferences and related meetings, and work out of hours on occasion to attend UNFCCC-mandated virtual meetings in different global time zones as required.
