HALO is the leading humanitarian mine clearance organisation globally, addressing the impact and drivers of conflict in 25+ countries and territories, and over 9,500 staff. Most of our staff are local employees and include a growing number of women. Our primary expertise is serving people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence, creating more durable solutions to support stability. HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition, and working with both state and community actors to reduce the prevalence of armed violence.

HALO Europe

Although HALO is over 30 years into its story, HALO’s Europe office was established in 2018 to create an organisational base and presence for the management of EU contracts and HALO’s European donor portfolio. The Europe team, consisting of the Head of HALO Europe, Partnerships Manager and the Policy Manager – Europe, sits within HALO’s Strategy Group. HALO Europe is a registered company in the Netherlands and the Head of HALO Europe serves as one of the Directors of this entity.

The Strategy Group encompasses three core functions of the organisation: Donor relations and partnerships with government and multilateral donors, Partner organisations, Policy and Advocacy, and Monitoring, Evaluation, Accountability and Learning (MEAL). Working closely with the rest of the Strategy Group and Programmes, the HALO Europe team manages relationships with 10 donors, bringing in approximately a third of HALO’s total income. HALO Europe team also manages several relationships with European partner organisations. In the last five years since the establishment of the Europe office, HALO has seen steady growth in our partnerships with European donors.

The Head of HALO Europe Office has two main responsibilities: partnerships and policy. The partnerships component includes maintaining excellent relationships with current European continental donors and Canada, and ensuring contractual requirements are met. In addition, building relationships with new donors as well as partnerships with other organisations is key.

The policy component focuses on lobbying and advocacy with the European Union in Brussels, as well as European donor states, with the aim of supporting HALO’s Policy Team to deliver our core policy objectives in line with HALO’s strategy. The Head of HALO Europe Office is expected to work with Head of Policy and support the Policy Manager Europe in delivering this.

The Role is based at HALO Europe Office, The Hague, The Netherlands

Role key Responsibilities

Donor and Partnership Management

  • Maintain strong relationships with existing donors: by functioning as a point of contact, frequent contact, timely reporting and accurate contract management
  • Build relationships with new donors: by exploring new opportunities, drafting and implementing donor engagement plans
  • Build new relationships with the Gulf States as potential donors
  • Conduct analysis of donor strategies and policies, summarising and disseminating findings
  • Draft and review donor proposals and reports
  • Analyse and improve commercial aspects of selected proposal submissions
  • Have a detailed understanding of contractual requirements, in particular EU contracts (NDICI and ECHO) to ensure that requirements and deadlines are met, and that knowledge is disseminated within HALO
  • Enhance HALO’s generic proposal and reporting templates
  • Represent HALO at conferences, public events and meetings

HALO Europe Office and Team Management

  • Responsible for all administrative aspects related to the running of the HALO Europe office, including office rent, budget, visibility
  • Be a responsible line manager for the Partnerships Manager and joint management of the Policy Manager Europe: create a safe and welcoming work environment, enable both to excel in their roles, encourage their professional and personal growth
  • Policy Guidance and Engagement
  • In coordination with the Head of Policy and the Policy Manager Europe, expand HALO’s policy engagement with the European Union and EU member states, with the aim of raising HALO’s profile and policy priorities in the EU
  • Build partnerships with networks, NGOs and research organisations to support HALO’s policy engagement in the EU

Training

  • Assist with internal training on donor and contract management

Requirements

Essential

  • Previous and significant experience in donor contract management
  • Understanding and experience of managing EU grants
  • Experience of working in humanitarian, development or security sectors
  • Experience of European funding mechanisms in either of these sectors
  • Experience of policy and advocacy
  • Excellent written skills
  • Experience of working with complex budgets
  • Strong interpersonal, communication and presentation skills
  • Ability to work autonomously, to tight deadlines and prioritise effectively
  • Excellent IT skills, fully competent in Microsoft applications
  • Able to manage, guide, train and lead others
  • Willingness to adopt a flexible approach to working
  • Excellent English as key working language
  • Proficient in Dutch, French and/or German
  • Excellent English as key working language
  • Willingness to travel to HALO programmes
  • Right to work in the EU

Desirable

  • Working in an international environment
  • Experience of office management
  • Ability to travel to all HALO programmes and UK offices
