MSF has been working continuously in Lebanon since 2008. Today our operational teams work all over the country delivering quality, free of charge medical care to those who need it.
MSF Lebanon Branch office is part of the MSF international movement. Our team is composed of 20 full time employees based in Beirut and Cairo working together in the areas of international field recruitment, communications and medical operational support.
From Lebanon and Egypt, we work regionally and contribute globally to MSF’s medical humanitarian response.
Main purpose
The Head of Human Resources is responsible for the overall running of the MSF HR department. He/she defines and implements MSF Lebanon Branch Office’s HR strategy, plan and budget in collaboration with the coordination team (CT) ensuring its alignment with the overall MSF Lebanon vision, mission and strategy.
The Head of HR is responsible for the Human Resources of MSF Lebanon Branch office both in terms of supporting the organization to ensure administration and optimal people´s management for the Beirut and Cairo office employees, detached employees and volunteers; as well as ensuring the provision of quality expatriates in terms of field recruitment, placement and development.
Accountabilities
- Together with the Coordination Team, participates in the annual planning and budgeting of MSF Lebanon branch office and is responsible for the HR strategy and plan.
- Defines and allocates resources and budgets for the Department and ensures the follow up of expenses.
- Designs, implements and adopts the HR strategies, in alignment to the MSF Lebanon strategic plan as well as the OCB HR strategies, ensuring its contribution to overall objectives and alignment with values & principles of the organization.
- Draws up and develops the planning for the HR Department and ensures coherence with the Organisation’s objectives.
- Define and follow-up of Recruitment and Career development strategies in order to answer to operational needs
- Retain and build future coordinators in line with OCB strategic orientations
- Ensures a long-term sustainable organization and management of the HR team to ensure retention, development and good team set-up as well as optimal structures and routines.
- Ensures a healthy and sustainable working environment in the department and ensure a reasonable workload
- Is responsible to do a continuous people´s competence reviews and follow-up to ensure the HR team is aligned with current and future needs.
- Defines guidelines and undertakes the appropriate actions to ensure MSF generates the resources and capacities needed in the short, mid and long term, by recruiting, placement and developing people both in the field and in the office.
- Supports leadership development and change management processes in MSF Lebanon
- Ensures that adequate policies and guidelines are in place to ensure that MSF Lebanon acts as a Responsible Employer.
- Defines and ensures implementation of the Organisation’s HR policies in terms of job classification, salary and benefits, recruitment, learning & development, well-being, onboarding, outplacement, etc.
- Supervises and advises about the HR content for communications issued by the Organisation.
- Advises to other Directors about people´s management.
- Optimizes, innovates and rationalizes the use of HRM resources/tools & HR processes
- Participates, on behalf of MSF Lebanon, in meetings with external actors.
- Promotes cross departmental collaboration by leading or ensuring participation in transversal working groups.
At international level
- Ensures follow HR issues within the MSF movement by actively contributing to international HR projects and debates.
- Ensures the representation of the HR department in OCB HR working groups
- Participates in OCB HR Directors coordination meetings in order to proactively support major processes for the full HR management cycle and takes part in specific OCB HR projects.
- Ensures an active participation in international HR meetings (i.e. leading international HR projects)
Requirements
- Experience: Consolidated experience in management positions in an international organization including strong capacity for human resources management.
- Desirable:Consolidated experience in humanitarian aid (minimum 3 years) preferably with MSF, including experience in coordination posts in the field. / Knowledge and experience in change management
- Languages: Fluent in English, Arabic and preferably French as well
- Knowledge: Knowledge of the Lebanese labour law is an asset
- Ability to anticipate and create opportunities for improvement and encourage others to do the same.
