Welthungerhilfe was founded in 1962 and is a non-profit making, non-denominational, and politically independent organization. Welthungerhilfe has been in Liberia since 2003 implementing initiatives with a focus on Agriculture/ Inclusive Food Systems and Nutrition Security, Health System Strengthening and WASH.
Duration:
Six months with a possibility of extension depending on performance and funding.
Location:
Based in Monrovia with regular field visits to project sites in the Southeast.

Objective of the Position
This position will manage Welthungerhilfe’s personnel administration, human resource development, and to provide professional HR services to supervisors and supervisees, and enforce compliance with all HR related policies
Employment planning and recruitment for new/vacant Positions
- Assist management in defining future personnel needs (employment planning)
- Continuously review and adapt existing standard job descriptions
- Update existing standard requirement profiles for each open position
- Ensure that vacancy announcements are published widely in the electronic and print media, and correspond to the requirement profile and Welthungerhilfe standard
- Keep the candidates informed about the selection process (acknowledgement of receipt, results)
- In liaison with the hiring manger, pre-select candidates based on requirements and competencies, terms of reference and propose suitable candidates to be assessed/screened
- In liaison with the hiring manager and HR Officer, facilitate the screening of pre-selected candidates
- Ensure that staff personnel files are regularly updated and contains all required documentation and signed policies
Management of Compensation and Benefits
In liaison with the HQ and the CD, assess the competitiveness of Welthungerhilfe salaries through benchmarking with other agencies
Document and communicate conditions for benefits to be paid and make recommendations to the Country Director for appropriate action
Keep track of country legislation concerning employment terms and conditions, and compensation and benefit issues and make recommendations to the CD for appropriate corrective action
- Prepare Welthungerhilfe standard employment contracts (national personnel, consultants) according to specifications in the service request and precent to the CD for approval
- Advise management on the proper classification of positions and/or suitable remuneration according to Welthungerhilfe’s remuneration system for national personnel and consultants
- Ensure that staff/consultants contracts (legal aspects, classification, remuneration) correspond to Welthungerhilfe rules and agreements
- Submit all staff/consultant contracts to the CD for authorization prior to the commencement of the assignment, and submit a copy to the hiring manager/Head of Department
- Monitor staff/consultants contract timelines, and process requests for payment and renewals promptly or issue end of contract notice as may be required
Maintain cordial employer/ employee relations
- Ensure that all cases of misconduct, formally reported or not, are thoroughly investigated and appropriate disciplinary actions taken as provided for in the GTC/HR manual
- In liaison with line managers and the CD, ensure that the Staff Recognition and Reward policy is implemented
- In consultation with the SMT plan and organize the Team Building events
Synchronize training and development measures
- Ensure that each staff completes an Employee Dialogue with their line managers, setting targets by 31st January each year and holds Employee Dialogue at least twice each year
- Ensure the original version of the Employee Dialogue targets set in January is filed in the personal record of each employee
- Advise staff and line managers on training opportunities and ensure that training needs identified during Employee Dialogue are implemented as necessary
- Initiate a systematic evaluation of external trainings and training providers
- Facilitate each staff to undertake at least two trainings on Einstein annually
- Set up and continually update a database of external training providers and training opportunities for staff
- Organize training events on WHH policies, tools, and HR processes
Specific activities and duties of the position
- Lead the HR Department and assure effective staff management and implementation of provisions of the GTC/HR Manual
- Provide professional guidance to Heads of Project/Heads of Department and Country Director for career development of individual staff
- Maintain updated personal files for both expatriates and local staff
- Ensure effective staff leave management
- Maintain good contacts with the Ministry of Labor and Liberia Immigration Service in dealing with immigration issues and ensure speedy processing of applications work permits, residence permits and entry permit for international staff
- Ensure that all employees always have valid medical cover and revoke such cover at the end of their contract
- Prepare monthly payroll in consultation with line managers and the Head of Finance
- Ensure that whenever possible, an exit interview is carried out before the separation is done.
- Work as a bridge builder and teambuilder between management and the rest of the staff
- Investigate all cases or misconduct and policy violation and present report and recommendations to the CD
- Ensure that all staff always have valid ID cards and revoke such IDs at the end of a staff contract.
- Provide support for visas, booking of hotels and flights for staff and guests
- Present weekly report to the SMT on: staff recruitment, policy violation, staff/departmental leave plans, staff movements, staff contract status etc
Duties without own area of responsibility
Undertake other activities that may be assigned by the Country Director or the SMT in relation to HR management
Education
Bachelor’s Degree in Human Resource Management, Sociology or Psychology, or related discipline. Master’s in Business Administration, preferred
Professional Experience
Minimum of 5 years’ experience in a similar position with a reputable INGO, UN agency or the private sector Proven experience in managing people.
