Head of Logistics At Welthungerhilfe

The position is to be filled as soon as possible, with an initial contract duration of two years. There are good prospects for an extension. Employment location will be Niamey, Niger, with frequent travel to the project locations in the country.

Welthungerhilfe’s (WHH) country programme in Niger focuses on food and nutrition security, agriculture, WASH, conflict resolution and social cohesion, as well as cash and food distributions to IDPs, refugees and host communities. As Head of Logistics, you will be responsible for the overall management of the logistics department of WHH’s Country Office in Niamey. You will manage the procurement processes and ensure that WHH’s and donors’ logistics guidelines are consistently implemented within the programme and all projects across the country.

Your responsibilities

  • Develop and implement all necessary logistics systems and procedures at Country Office level, including fleet and transportation management, energy management, warehouse management and communications
  • Supervise the overall procurement and supply chains ensuring adherence and compliance of procurement procedures in a transparent, accountable and efficient manner
  • Assess knowledge and capacity of all logistics, finance and project staff, both at Country Office and Field Office level, and take the lead in capacity building, training and coaching on all relevant logistics issues, including procurement policies and in particular the Regulations for the Awarding of Contracts (RAC)
  • Coordinate (technical supervision) of logistics staff in Field Offices and review the functional organisation chart for the Logistics & Procurement Department, including Country Office and Field Offices, in collaboration with the Senior Management Team (SMT)
  • Liaise with suppliers, partners, local authorities, other NGOs and stakeholders in planning, organising and scheduling the distribution of goods and materials
  • Ensure compliance with standards for filing, archiving, reporting and collation of procurement files in accordance with RAC requirements
  • Ensure that periodic inventories are up to date and in line with internal procedures
  • Engage in Emergency Preparedness and Response Planning and provide logistical support during emergency operations
  • Actively engage in the logistics working group and other logistics coordination meetings
  • Create a good collaboration atmosphere with all other WHH departments

Your profile

  • A university or college degree in a relevant field such as logistics or humanitarian aid
  • At least 5 years of relevant professional experience working in a developing country
  • Experience of working in a multicultural environment, preferably in an international NGO
  • Experience in team leadership and capacity building
  • Knowledge of requirements concerning procurement processes of diverse donors (BMZ, AA, ECHO, USAID) is a plus
  • Excellent time management and organizational skills
  • Readiness to receive necessary vaccinations for working in Welthungerhilfe’s project countries
  • Excellent spoken and written English and French language skills
