ALIMA in CAR

The ALIMA medical NGO created in 2009 has been present and active in CAR since 2013. Its main activities are focused on medico-nutritional care for children, reproductive health, primary and secondary health care and response to epidemics. Through the various projects implemented in the country, ALIMA has contributed to the reduction of morbidity and mortality within the beneficiary population. In Bangui, where ALIMA intervened in 2013, 3 IDP sites were supported. In the DS of Bimbo and Boda, ALIMA supports 44 FOSA and aims to strengthen the capacities of DS with a view to empowering and resilient the health system and the community through the funding mechanism based on results ( PBF ). Since August 2019, ALIMA has started an intervention in the Haut Mbomou in Obo, Zémio,Mboki and Bambouti. ALIMA supports 10 FOSA as well as the hospitals of Obo and Zemio and sets up a mobile clinic strategy. From 2020 to 2021, ALIMA has set up a Covid-19 case management unit within the National University Hospital Center of Bangui and has supported the Covid 19 vaccine response since June 2021 in the DS of Bimbo, Boda, Nana-Gribizi and Bocaranga-Koui. In addition, ALIMA has been implementing a sexual and reproductive health project in Bangui, Bimbo and Boda since September 2022, in particular through support to the Beaver health center ( Bangui II ) and community awareness, particularly among young people.ALIMA has set up a Covid-19 case management unit within the National University Hospital Center of Bangui and has supported the Covid 19 vaccine response since June 2021 in the DS of Bimbo, Boda, Nana-Gribizi and Bocaranga-Koui. ALIMA also supports the NS of Nana-Gribizi ( AS of Mbres and Kaga-Bandoro ) in the provision of health care in fixed strategy. Under successive funding from several donors, notably ECHO and CDCS, ALIMA supports the provision of care at the secondary hospital of Mbres ( maternity, pediatric services, stabilization of trauma and other emergencies, the operating room ) as well as 13 FOSA ( 11 in the AS of Mbres and 2 in the AS of Kaga Bandoro ). Since 2018, ALIMA has taken care of 4,803 MAS children, provided 285,847 curative consultations, made 12,439 CPN1 and 7,505 assisted deliveries, 1,108 surgical emergencies of which 289 cesareans were made. Thanks to the RRM component, 13 alerts were investigated and 8 responses were conducted by mobile clinics.ALIMA is also implementing an RRM strategy via mobile clinics. A total of 6 needs assessment missions in 2020, 6 in 2021 and a rapid response to the needs of populations in health nutrition were carried out. Between 2018 and 2022, ALIMA implemented several emergency responses and epidemiological surveillance ( measles, meningitis, whooping cough and malaria ) in the prefecture of Nana Gribizi through the RRM mechanism.

ALIMA est également présente depuis Novembre 2022 dans le DS de Bocaranga-Koui dans le cadre de son projet d’appui au MSP pour la vaccination au Covid-19. De ce fait, ALIMA a des contacts déjà établis avec l’équipe cadre de district (ECD) ce qui facilite l’implémentation du projet.

Niveau 3 : Dans le cadre de ses fonctions, le ou la titulaire du poste sera amené·e à visiter les programmes et être en contact avec des enfants ou/et des adultes vulnérables. Par conséquent, la vérification du casier judiciaire ou la présentation d’un certificat de bonne vie et mœurs sera nécessaire. Dans les situations où l’impossibilité de fournir un casier judiciaire ou un certificat de bonne vie et mœurs est constatée, une déclaration sur l’honneur sera demandée.

MISSION ET ACTIVITES PRINCIPALES

Sous l’autorité du ou de la responsable de programmes Desk 2 basé à Dakar vous serez chargé.e de proposer et mettre en œuvre la stratégie opérationnelles pays validée par le desk, la direction et le CA.

En étroite collaboration avec les ONG partenaires, dans l’objectif de garantir la qualité des programmes et de renforcer les ONG partenaires, vous devrez: lancer des initiatives, définir les objectifs de chaque département et donner les moyens au coordinateur de les atteindre. Vous devrez planifier, organiser, coordonner l’ensemble des activités de la mission et trouver des solutions quand nécessaire.

EXPERIENCES ET COMPETENCES

Experiences

  • You have prior experience in an equivalent position in an international NGO, in degraded security contexts and emergency contexts.
  • You have a qualification in project management and have experience in team management, project management, implementation of intervention strategies and security management.
  • You have a good capacity for negotiation and diplomacy, an ability to organize, adapt and lead a team, interpersonal skills and a good knowledge of humanitarian operationality.

LANGUAGES

  • Good command of oral and written French is essential;
  • English is an asset.

CONDITIONS

Duration and type of contract  : CDD under French law – 12 months with possibility of extension

Starting date  : July 2023

Salary  : According to ALIMA salary grid + valuation of experience + Per Diem

  • Travel costs between the country of origin of the expatriate and the place of mission
  • Accommodation costs
  • Medical coverage from the first day of the contract to one month after the date of departure from the country of mission for the employee and his dependents
  • Evacuation for the employee and his dependents
