WORK CONTEXT

Cesvi has been working in the Iraqi Kurdistan since 2018, focusing on the sectors of Emergency Livelihoods, Multi-Purpose Cash Transfer, Agriculture and Food Security.

Cesvi has currently 2 offices in the Iraqi Region: 1 main coordination office in Erbil and 1 field office in Dhouk and is in the process of opening new representation office in the Federal Iraq.

Cesvi works in the Country with the aim of responding to the needs of the most vulnerable sections of the population such as displaced persons, refugees and host communities.

There are currently 3 projects in phase of implementation or start-up, in the sectors of Emergency Livelihoods, Cash transfer and Protection/GBV in the governorates of Erbil, Dhouk, Sulaymaniya and Halabja.

JOB DESCRIPTION

The collaboration is expected to start in November / December 2022.

The main duty station will be Erbil (Iraqi Kurdistan), with frequent field visits country-wide.

The Head of Mission will report to the Emergency Area Manager at HQ-level. This is an INTERNATIONAL post.

The main tasks are:

Coordination and overall supervision of Country’s programmes and procedures:

-Coordination, supervision and support for ongoing programmes including procedures, administration and reporting, continuous monitoring with the aim of achieving the objectives on time and within the foreseen deadlines, supporting PMs and administration where necessary;

-Coordination of staff to guarantee (ongoing and new) projects activities and implementation reports, submission of financial reports to donors in coordination with the Emergency Area Manager.

Management of Cesvi offices, goods, documentation and procurement

-Management of Cesvi offices, goods, documentation and procurement including means and good; -Supervision of procurement procedures;

-Monitoring of field operational offices, in accordance with Program/Project Managers and Administrators, support their organization and ensure their full operation;

-Support administration and application of the Cesvi internal procedures for the Country is also an is issue to be implemented and supervised.

Act in accordance with national legislations

Check and monitor the respect of national legislation regarding registration of Cesvi in Iraqi Kurdistan and any other legal provision affecting NGOs’ work.

Ensure compliance to local regulations and local labour law.

Monitor the process of finalization of the registration of Cesvi in the Federal Iraq.

Human Resources management

-Supervision and management of expatriate and national staff, in coordination with the Emergency Area Manager, including supporting them in compliance with the legal framework related to their presence in the country;

-Organizing and supervising capacity building and development of national staff, in collaboration with the Project Managers;

-Conduct and record periodical meeting with staff to verify activities implementation, problems and getting solutions;

Ensuring that Cesvi HR policies, terms and conditions are applied;

-Informing and training local staff through appropriate training courses in the principles set out in all the Policies or formal provisions that will be developed and shared by Cesvi.

Capacity Building of national resources

Coordinate the activities of capacity building of national partners, to improve and strengthen their capabilities, to increase their effectiveness and impact, and achieve their goals and sustainability over time

Supervise mentoring and on-the-job coaching as well as support to the definition of structural policies and documentation if needed

Definition and development of the Programme strategy

-Contributing to the definition of a Country Strategy Paper in collaboration with the Emergency Area Manager;

-Identifying the main intervention sectors, areas and needs in the Country in coordination with the Emergency Area Manager and in collaboration with the Project Managers;

-Update of Country Strategy Paper and application of related Recommendations, in coordination with Emergency Area Manager and in collaboration with the Project Managers;

-Develop, in coordination with the Emergency Area Manager, new programme initiatives and actively lead the current emergency operations towards a long/medium term integrated and regional programme.

Coordination and representation with stakeholders

-Management and coordination of relations with local and international partners, particularly with Alliance 2015 members, and participating in networking meetings on behalf of Cesvi.

-Identify and promote possibilities of partnerships, with international and national NGOs, ensuring the process of due diligence/evaluation of the partners

– Represent Cesvi in front of local and national authorities and any relevant stakeholder

Writing and submitting new proposals, donors’ acquisition

-Liaising with potential donors, writing and submitting new proposals in collaboration with the Project Manager;

-Develop new project proposals in the country referring to Cesvi’s sector of specialization and in strict cooperation with the country team through assessments realized both at the national level or in close countries if necessary and requested by HQ;

-Participation and supervision of the entire writing process of project proposals in close collaboration with the Project Managers, under the guidance of the Emergency Area Manager and in coordination with the PCM & Innovation Advisor;

-Follow up on project proposals submitted to/being negotiated with different donors.

Strengthen and promote Cesvi image in the Country

Security Management

Develop, in close collaboration with the Security Advisor, Cesvi Security Plan and other rules and regulations on security

Participating actively in security coordination mechanisms present in the Country

Setting, in coordination with HQ and the Security Advisor, potential rules and regulations to strengthen security for Cesvi staff, means and goods

Keep communication with key informants, in coordination with Security Advisor

Implementation of Safeguarding policies –Adult at risk/Child Safeguarding/PSEA

-Ensuring Safeguarding measures are implemented within his area of responsibility;

-Ensuring safeguarding measures are in place and staff, associates and other key stakeholders are made aware of and supported in implementing these measures.

ESSENTIAL REQUIREMENTS

University degree or post-graduate degree, preferably in International Development/Humanitarian sector, Economics or other related field

Minimum 5 years’ relevant experience in the NGO environment in management, administration and implementation of programs as international staff

Experience of working in a senior management role within a complex country programme in fragile states or protracted crises

Experience of managing multi-donor and multi-site programmes

Knowledge of main Donors (EU – UN – ECHO – AICS Italian Cooperation)

Familiarity with the development interventions in the livelihoods sector

Knowledge of effective financial and budgetary planning and control, review and evaluation

Experience in building personal networks at a senior level, resulting in securing new opportunities for the organization

Excellent project writing skills and capacity to develop policies, plans, and strategies for implementation, if needed

Ability to produce timely project proposals and high-quality narrative reports

Prior experience in Country / mission Security management

Fluency in English (written and spoken)

High proficiency of Italian – written and spoken. Please note that the project’s Donor operates in Italian. Therefore, it is of utmost importance for the candidate to be proficient in Italian. Candidates that do not fulfill such requirement will not be taken into account.

Strong computer skills including Microsoft Word, Excel

DESIRABLE REQUIREMENTS

Post degree specialization in livelihood / agriculture and/or protection / human rights

Previous working experience in Iraq or Middle East Region

Previous experience in implementation of humanitarian projects in partnership with local and international NGOs.

Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
