Head of Mission Mali At Islamic Relief France

Created in 1991, Secours Islamique France (SIF) is an international non-governmental organization (NGO) for emergency relief and development. Secours Islamique France acts with strict neutrality, without distinction of origin, gender or religion and is dedicated to alleviating the suffering of the most deprived populations in the world.

Secours Islamique France is looking for a Head of Mission for its mission based in Bamako in Mali.

Take part in long-term projects for an innovative mission in place since 2013 in Mali.
Programs: Food security & livelihoods, Child well-being through improved social integration and self-esteem, Water, hygiene & sanitation.

Reporting to the Department of Programs and International Operations (DPOI), you will work under the authority of the Desk Manager and in close collaboration with the DPOI operational teams.

Your main missions will be as follows (non-exhaustive and evolving list):

  • Meet key players from the institutions and organizations present, analyze the context and priorities.
  • Develop the medium and long term SIF program strategy for the mission.
  • Strengthen the operational capacities of local partner associations
  • Represent SIF to local and national authorities, United Nations agencies, donors and international NGOs
  • Develop collaboration with local partners and beneficiaries.
  • Organize and supervise capacity building and development of national staff.
  • Monitor the security context (including participation in local/national INGO/UN security meetings in the absence or company of the logistician)
  • Ensure supervision of logistical and programmatic aspects with coordinators.
  • Ensure supervision of all financial management of the mission and projects

The list of missions is evolving according to the needs of the organization, non-exhaustive and non-limiting. The employee may be required to carry out other missions related to their qualification.

Profile

KNOWLEDGE/KNOWLEDGE:

  • Professional experience of at least 5 years
  • Master 2 in Humanitarian Management / International Cooperation / Project Management
  • 5 years of field experience, including 2 years minimum in Head of Mission positions
  • Managerial skills
  • Very good ability to analyze context (security management, humanitarian context, etc.)
  • Experience in project cycle management
  • Essential writing skills
  • Know-how in terms of training/coaching (sense of pedagogy)
  • Fluency in a foreign language is a plus
  • Perfect command of IT tools (Office Pack)

LOCATION / GEOGRAPHICAL AREA / WORKING TIME

Position located in Bamako

Travel (France / international); Frequent travel to Ségou and Mopti.

Conditions :

  • Regular fixed-term contract, 6 months, full-time, renewable
  • Contract start date: ASAP
  • Remuneration according to profile
  • Per diem, guesthouse
  • Health insurance – 60% covered by SIF
  • Repatriation insurance / civil liability – 100% covered by SIF
  • Break allowance during breaks at 3 and 9 months
  • Return plane tickets from mission location to home – covered by SIF at 6 and 12 months
