The Centre for Humanitarian Dialogue (HD) is a non-governmental diplomacy organization based in Geneva. Founded on the principles of humanity, neutrality, impartiality and independence, its mission is to help prevent, mitigate and resolve armed conflicts through dialogue and mediation. In French-speaking Africa, the HD Centre conducts its efforts at three complementary levels: mediation of national peace agreements, mediation of intercommunity agreements and mediation of agreements on the sharing of natural resources and the management of transhumance. In addition, the HD Centre facilitates local agreements aimed at mitigating the humanitarian consequences of conflicts on the civilian population and securing access to basic services.
As part of its action in the Central African Republic and Chad, the HD Center is recruiting a:
- Head of the CAR and Chad mission at 100%
- Based in Bangui, Central African Republic
- Entry into service date: March 1, 2025
- (Fixed-term contract of one year, renewable)
HD’s action in the Central African Republic and Chad:
Within the framework of the mandates conferred on it by the national and local authorities, the HD Center
uses its experience, its conflict management methodology and its networks in order to:
- Support the implementation of the Political Agreement for Peace and Reconciliation in the CAR (APPR);
- Develop its vast network of community mediators in Chad and the Central African Republic in order to manage
conflicts over the sharing of agro-pastoral resources and the exploitation of natural parks, and
to strengthen the governance of transhumance. - Facilitate the mediation of humanitarian access for the benefit of national health actors and
international organizations in the Central African Republic.
Job description:
Reporting to the French-speaking Africa regional management, the head of mission assumes the
following responsibilities:
- Develop and oversee the implementation of the
mission’s portfolio of mediation mandates; - Manage diplomatic and operational relations with authorities, partners and the
international community; - Provide political analysis of intervention contexts and report on operations;
- Contribute to managing the mission’s contractual relationship with donors;
- Ensure the smooth running of operations and administrative management of offices in the Central African Republic and
Chad; - Facilitate interaction between support services and operations, headquarters and field;
- Ensure that security rules are updated and applied.
Candidate profile:
- Hold a university degree in a relevant field;
- Have a minimum of 5 years of experience in a similar role within an NGO
or international organization in areas affected by armed conflict; - Have proven managerial experience in a
demanding operational environment and have a sense of leadership; - Have a spirit of initiative and a sense of autonomy to operate in an organization that
values the entrepreneurial spirit; - Benefit from experience in managing a structure and financing contracts;
- Demonstrate organizational, planning and diplomatic skills,
- Have excellent writing and public communication skills. Knowledge
of English is an asset.
