Head of Operations At Norwegian Refugee Council

NRC is looking for a Head of Operations to join our team at NRC Kabul – Afghanistan. As a leader of operations you should have :

  • Minimum 7 years’ experience working as a Senior Manager in a humanitarian/recovery context
  • Significant direct experience in implementation of programmes and operations
  • Previous demonstrable experience in high level representation
  • Experience from working in complex, insecure, volatile, and changing contexts
  • Fluency in written and oral English
  • Knowledge of, and experience in, the context in Afghanistan
  • Experience in change management processes
  • Experience in implementing compliance and an understanding of risk management.

Role and responsibilities

The Head of Operations is responsible for programme implementation in Area Offices and Field Offices throughout Afghanistan. The Head of Operations is a member of the Country Management Group (CMG).

  1. Is accountable for the implementation of programs according to developed plans, budgets and set standards
  2. Is accountable for representation and good working relations with authorities, donors and partners at the Area level
  3. Has line management responsibility: performance management and staff development of the country’s Area Managers.
  4. As a Country Management Group member will contribute to the development and execution of country strategy; and ensure that country strategy is delivered and implemented in the Areas
  5. Will oversee the implementation of safety and security policies in Area and Field offices
  6. Is responsible for implementation and adherence to NRC country structure and systems in Area and Field offices, including decision-making processes, timely and adequate flow of information and all necessary management meetings
  7. Line manage Area Managers and ensure Area Managers establish Area Management Teams
  8. Assist Area Managers in development of Area-level Master Budgets and ensure effective budget monitoring and reporting by Budget Holders.
  9. Line manage the Emergency Manager; and support all Areas in building early warning, emergency preparedness, and emergency response systems; maintain the Minimum Preparedness Actions in the Country Strategy
  10. Line manage the Humanitarian Access Group Co-Lead and Humanitarian Access Advisor; and ensure the development and implementation of the Access Strategy
  11. Line manage the Consortium Manager; have oversight of all consortia (where NRC is a lead), and liaise with consortia partners to ensure the effectiveness, development, and continuation of funding for consortia arrangements
