Head of Procurement Department – ​​International experience At Virunga National Park

Position Summary:

The Virunga Foundation is looking for a passionate and competent person to join our dynamic team as Head of the Procurement Department. The Head of the Procurement Department plays an essential role in the consolidation and effective structuring of the supply chain within the organization. Our objective is to strengthen the department, both in its overall aspects and in the details of management. We are looking for a Senior profile capable of leading this mission competently.

Main Responsibilities:

1. Supply Chain Management:
– Lead the organization’s supply chain strategy, establishing clear objectives and implementing processes to optimize efficiency.
– Establish internal control mechanisms to prevent and detect fraud and abuse in procurement processes.

2. Structuring the Department:
– Develop a detailed structuring plan for the Procurement department, identifying staffing needs, roles and responsibilities.
– Collaborate with compliance teams to ensure anti-fraud policies are integrated into department operations.

3. Process Optimization:
– Continuously review and improve supply chain processes to reduce costs, minimize delivery times and ensure quality of products and services.
– Implement internal controls to mitigate fraud risks throughout the supply chain.

4. Supplier Management:
– Establish and maintain strong relationships with suppliers, by negotiating advantageous contracts and monitoring supplier performance.
– Review transactions with suppliers for any discrepancies or signs of potential fraud.

5. Team Leadership:
– Supervise and motivate the Procurement department team, by fostering a collaborative working environment and setting clear objectives.
– Raise team awareness of the importance of combating fraud and implement training and reporting procedures.

6. Reporting and Analysis:
– Prepare regular reports on departmental performance, identifying key performance indicators (KPIs) and proposing recommendations for improvement.
– Perform internal audits to assess the effectiveness of anti-fraud controls.

Requirements:

– Degree in supply chain management, project management or a related field.
– Proven experience in a procurement leadership role, with a solid understanding of supply chain processes.
– Experience in the private, public and non-governmental sectors.
– Experience with donors such as ECHO, EU, USAID, etc.
– 3 years of experience in complex contexts.
– Proven ability to structure and consolidate a department, implementing effective processes and ensuring detailed management of operations.
– Leadership skills and ability to manage a team.
– Excellent communication and problem-solving skills.
– Fluency in French and English.

Working conditions :

The Head of Procurement Department will be based in Virunga National Park in the Democratic Republic of Congo and will be responsible for the consolidation and structuring of the supply chain department. The position may involve regular field missions and travel to ensure operational efficiency and continuous improvement of the department.
