Head of Program Bamako – Mali At Help – Hilfe zur Selbsthilfe

Help – Hilfe zur Selbsthilfe e.V. is a non-profit, independent organization, which was founded on the occasion of the war in Afghanistan in 1981 and is now active worldwide. With an annual project volume of 25-30 million Euro, Help provides rapid assistance in the event of disasters and sustainable reconstruction for and with people in need, especially in Africa, Asia and Europe.

As a globally operating humanitarian aid organization, Help receives funding and the highest recognition from national and international donors and is committed to the national and international standards of humanitarian aid as well as the transparent use of funds and impact monitoring.

Scope of position: Full-time (40h/week)

Place of work: Bamako, Mali

Contract duration: 12 months (renewable)

Reporting duty: Country Director

To strengthen our team, we are looking for a Head of Program at the earliest possible date.

Then support us in the following areas:

Program Management:

  • Technical and financial management of all projects
  • Technical supervision of program coordinators and specialists
  • Direct hierarchical supervision of program managers based in Bamako
  • Program team coordination (monthly inter-program meetings)
  • Responsible for program development
  • Responsible for budget monitoring of projects
  • Responsible for achieving project results
  • Responsible for capitalization processes and their internal use (capacity building)
  • Responsible for technical and financial interactions with all co-contracting or subcontracting organizations within the framework of projects
  • Represent Help – Hilfe zur Selbsthilfe e.V. in Mali in terms of programmatic aspects towards the donors
  • Responsible of the recruitments related to the program managers and project specialists
  • Responsible for the direct hierarchical management of the project teams (leave, leave of absence, assessments, training, sanctions, promotions etc.)
  • In line with security analysis, providing inputs with regards to program activities
  • Management of aspects related to the local installation of offices (rental, relations with local authorities, licenses, authorizations etc.)
  • Management of consultants and external service providers specific to projects
  • Line management for Core Competence Specialists
  • Member of the Senior Management Team (SMT)
  • Compliance with and adherence to Help – Hilfe zur Selbsthilfe e.V. policies, guidance and procedures
  • Identify funding opportunities, develop funding strategies and forecasts
  • Grants management, reporting to donors, including compliance with donor standards
  • Quality control, M&E and organizational learning
  • Capacity building of all technical staff
  • Deputize for CD when required
  • Cooperation with relevant international and national NGOs working in the project area
  • Participate to networks, initiatives and other meetings regarding humanitarian response
  • Master‘s degree in business administration, Project management or any equivalent Masters level or higher degree.
  • Demonstrated experience in a similar position

Qualification:

  • Master‘s degree in business administration, Project management or any equivalent Masters level or higher degree.
  • Demonstrated experience in a similar position

Experience:

Technical skill and competence:

  • Capacity to deal with many different issues, to self- update and learn very quickly from a highly and constantly evolving environment
  • Ability to manage and prioritize a high workload and multiple tasks with tight deadlines
  • Good representation skills
  • Knowledge of WaSH, health and nutrition activities are appreciated

Language:

  • Good communication skills
  • Good skills (written/spoken) in English and French
