NRC is looking for Head of Programme to lead the programme unit in Afghanistan and to develop and ensure implementation of holistic high-quality programmes. The role is to manage the program development including the development of core competence strategies, technical development and guidance, planning and implementation of the response, quality assurance, in close coordination with the core competence specialists in their areas of expertise.
Role and responsibilities
- Overall management of the programme support team and the line management of the Core Competence Specialists, the Grants Manager and the M&E Manager.
- Member of the Country Management Group (CMG)
- Identify funding opportunities, develop funding strategies and forecasts
- Grants management, BPO allocations and reporting to donors, including compliance with donor standards
- Quality control, M&E and organizational learning
- Represent NRC in relevant forums/Clusters, including in meetings with national authorities and donors at national level
- Undertake situational analysis of NRC’s programming in Afghanistan, with focus on the assessment of operational space for NRC the new context – based on needs, response plans, operational actors, donors and local authorities priorities;
- In close collaboration with the CC specialists contribute to the development/revision of ongoing projects to be adapted to the new context and support the CC Specialists with donor liaison related to this;
- In close collaboration with the CC specialists, conduct a response analysis that references NRC Afghanistan’s existing country and Core Competency strategies;
- Contribute to the country strategy implementation, lead programme adaptation as per the emerging context and incorporating new core competency priorities in relation to the emergent situation in the country;
- Contribute to assessment of emerging advocacy priorities as a component of programming, and the balance of advocacy commitments within NRC Afghanistan’s portfolio;
- Support strategic donor mapping, development of concept notes, and if required, proposals;
- Identify critical programme capacity development needs of NRC Afghanistan in delivering on the upcoming new strategy;
- Responsible to evaluate the programme continuity in this new context and adapt the ongoing programs including emergency winterization activities and other emergency response activities.
Competencies
- Minimum 4 years experience from a senior management position in a humanitarian/ recovery context
- Experience from working in complex and volatile contexts
- Core competency expertise, in one of NRC’s programmes
- Fluency in English, both written and verbal
- Knowledge of the context in Afghanistan
- Experience from advocacy work
- HEAT training is mandatory
- Experience with start-up, exit or similar
- HEAT training is mandatory to join the role .
