Active in around 40 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 4 million children and members of their communities, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

Context :

The Head of Programme (HoP) is responsible for the overall programmatic strategy of Tdh Egypt operations and for ensuring timely and adequate technical inputs. The position ensures that Tdh projects bring a significant contribution and that programmatic strategies are in place to guarantee durable solutions to affected target groups, with a focus on children and youth, and applying a gender sensitive lens.

The HoP supports an integrated program approach across the country strategy, effectively handling managers and technical advisors in child protection, migration, access to justice and health sectors. The HoP ensures the delivery of donor contractual obligations and works closely with the Country Representative and the Management Team on funding strategy, proposal development and financial management as well.

The HoP is a key senior position in Tdh Egypt country set up, responsible for cross-cutting programmatic themes, programme design and projects’ implementation quality. The HoP is overseeing that information from MEAL processes is incorporated into high-quality grant proposals and reports and consistently reflected upon to improve ongoing projects. The HoP plays an important role in the external representation and acts as the primary focal point for Tdh programming portfolio in Egypt.

Responsibilities :

Program Strategy and Development

  • Contribute to constant in-depth analysis of humanitarian and development context, trends, gaps, challenges, and opportunities.
  • Enhance program development, aligned with Tdh global strategy, MENA, and Egypt strategies, that addresses gaps/trends and meets the needs of target groups within a Triple Nexus framework.
  • As a key pillar of the overall country strategy, lead the Programmes Operational Frameworks planning, design, and operationalization process in a collaborative way to ensure program alignment and accountability among the country program team.
  • Drive new initiatives to expand/improve programmatic actions.
  • Design and contribute to assessments for humanitarian or longer-term programming in existing or new projects’ locations.
  • Provide regular internal and external reports, and other relevant information on programme- activities, policy matters and external relations.

Staff Management and Capacity building

  • Develop/assess team composition and structure to ensure that it fits the purpose, that staff are well-supported and have manageable workloads.

  • Manage staff cycle accordingly, from need’s analysis, through recruitment process, to staff orientation, staff capacity development andperformance review.
  • When needed, draft and/or review scopes of work to hire and manage technical consultants, including review for technical efficacy and contract budget.
  • Work with Tdh Global/Regional human resources to ensure technical capacity building for team members and partners are in place to develop stronger expertise in-country.

Program Quality and Management

  • Ensure effective program planning, coordination, high quality results and joint learning across the
  • country strategy, by coordinating with other departments and teams in the delegation, Regional Office, and HQ;
  • Oversee systems and tools for efficient project cycle and grants management; and ensure a coordinated approach to risk-management in cooperation with relevant departments and HQ.
  • Adopt an evidence-based approach that see the dissemination of lessons learned and best practices within Tdh programme teams, to donors and to other stakeholders (when relevant) in order to ensure synergetic programming and cross-program collaboration.
  • Work closely with MEAL department to ensure proper monitoring and evaluation of the operations in accordance with agreed work plans, donor agreements and accountability framework.

Fundraising and Grants Management

  • Supervise the reporting about projects, as measured by expected outcomes and indicators and oversee the preparation of timely narrative reports for donors.
  • Lead the planning and development of projects’ concept notes and proposals with support from the country team.
  • Assist the Business Development & Grants Manager and the Country Representative in establishing and maintaining donor relations at country level and in identifying appropriate funding opportunities.
  • Ensure that donor funded programs contribute to the aims of the wider Tdh program and are managed in an integrated way.
  • With the support of the support services departments, effectively stay abreast of donor policies, procedures, rules, and regulations.

Partnerships

  • Contribute to the design and implementation of the partnership strategy including management tools, guidelines, and other resources as needed to effective partnerships management.
  • Lead the process of identification of local NGOs/partners and develop partnerships with relevant and complementary partners.
  • Improve partnership practices by periodically assessing Tdh’s Egypt partnership management approach considering both Tdh and partners’ perspectives, capture lessons learned and best practices, and make recommendations for improvement.

Coordination and representation of Tdh

  • Increase/cultivate the visibility and credibility of Tdh in the country and maintain close relations with all relevant stakeholders.
  • Aligned with the country strategy and in coordination with the Country Representative, advocate about Tdh with government, donors, and stakeholders, in cluster meetings, workshops, conferences and in other relevant fora.

Profile :

Education

Master’s degree in management, social science, international development, humanitarian assistance and/or other relevant field.

Experience

  • Minimum 6 years of progressively responsible experience in program management, design developing and leading integrated and complex program portfolios – preferably experience in Egypt and the Middle East.
  • Proven experience in both development and humanitarian and/or conflict affected countries settings.
  • At least 4 years’ experience in people management with proven leadership experience in managing multi-disciplinary teams of diverse cultural backgrounds, fostering a positive working environment, and manage issues sensitively and diplomatically.
  • Experience in project development and management; including ability to lead on assessments, design, implementation, monitoring; with good skills in donor reporting, accountability, and compliance.
  • Proven experience in effectively coordinating with National Governments, International and National NGO partners, UN and coordinating with donors.
  • Experience in drafting strategies and programatic frameworks.
  • Keen understanding of the complexities in the Middle East region, especially of Egypt.

Competencies

  • Strong capacity building, facilitation, and presentation skills with the ability to develop strong interpersonal relationships to facilitate communication and support partner and staff.
  • Strong understanding of localization agenda as well as partnership approaches and tools in strengthening programmatic and organisational capacities of civil society organisations.

Languages

Full professional proficiency in English is mandatory; Arabic is an asset.

IT

Excellent Ability to operate Microsoft Office 365 Suite : Word, Excel & Power Point.

Salary :

Expatriate contract under Swiss regulations between CHF 5’000.- and CHF 5’500.- net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
