Head of Programs – Sudan (Khartoum) (Khartouman)

Position: Head of Programs – Social Sectors – FSL & MEAL

Country: Sudan

Location: The position is based in Khartoum with frequent travels, as security permits, to field locations

Duration: Six (06) months, renewable – subject to funding availability, starting April 1, 2023 (minimum of two weeks is necessary to complete the visa procedure)

Conditions: Salaried contract, gross monthly salary from €2,300 to €2,800 according to experience, monthly per diem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months. Presentation of TGH

“Actor in a sustainable and shared solidarity”

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 10 countries in Africa, Asia and the Middle East.

Presentation of the mission

TGH has been present in Sudan since September 2003, and opened its first project for the victims of the Darfur crisis in one of the IDPs camp in West Darfur (Riyadh Camp of Geneina) in June 2004. TGH has since extended its activities in West Darfur and Central Darfur, implementing its projects through 5 operational bases (Geneina in West Darfur; Bindizi, Um Dukhun Golo and Zalingei in Central Darfur). All projects are coordinated from Khartoum main office. TGH currently works in the fields of water and sanitation, hygiene promotion, NFIs and shelters, food security and livelihood, child protection and education.

TGH’s strategy in Darfur consists of a nexus approach combining emergency activities with more development-oriented programming when and where appropriate. TGH is currently funded in Sudan by these donors: SHF, ECHO, IOM (RRF), UNHCR and the French MoFA.

Ongoing operations include:

    • Emergency assistance to people affected by population displacement and natural disasters (provision of NFIs) and emergency shelter, safe water supply facilities, emergency sanitation and hygiene promotion for vector control. – Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management – The strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management and development of income generating activities. – Supporting the improvement of the education through local educational actors capacity-building, distribution of small equipment and educational material, rehabilitation of education facilities. – Peacebuilding, with a focus on communities and youth.

Job description

Under the supervision of the Country Director, the Head of Programs for Social Sectors co-leads, together with the Head of Programs – WASH & ES/NFI, the overall in-country design and implementation of the FSL, Child Protection, Education programming in Darfur plus MEAL, including, program requirements, writing grant applications, planning, defining strategies and reporting to donors. The Head of Program for Social Sectors is the direct line manager of the Food Security & Livelihoods Manager and the Child Protection Manager plus all Project Coordinators for Social Sector Projects. Also, oversees the work of MEAL Manager including processes, mechanisms, activities and workplans

The two Heads of Programs jointly supervise the overall work of the program team ensuring program development and quality and timely implementation of all the organization projects in Sudan, albeit with individual responsibility for the sectors under their supervision, management and coordination. This is achieved through their supervision of the Project Coordinators, Technical Staff and in collaboration with the Field Coordinators. They conduct regular visits to field locations.

In collaboration with the Country Director, the Field Coordinators and the Grants Coordination and Communications Manager, develop and maintain effective relationships with donors, Sudanese organisations, other INGOs, UN Agencies and the Sudanese government, at state and national level.

The main responsibilities are:

Program and strategy development, and fundraising

    • Participate in the development and adjustment of strategies for FSL, Child Protection and Education programming based on rigorous humanitarian context analysis. Lead and coordinate to enhancing the program knowledge and skills of TGH and partner capacities. – Together with the Country Director, the Program team and the national partners, lead the preparation of FSL, Child Protection and Education-related concept papers, grant proposals, as well as contributing to donor relations. – Identify and pursue funding opportunities for program development and expansion, lead proposal development processes and actively participate in proposal writing. – Prepare or assist Project Coordinators, program staff and the Grants Coordination and Communication Manager to prepare regular program reports for donors and partners as required. Respond to internal and external requests for reports and information about programs. Specifically build the capacity of the Grants Coordination and Communication Manager on report-writing – Lead the Program Team in the design and implementation of MEAL processes, systems, tools and procedures operations and monitoring of progress on project indicators and outcomes, ensuring compliance with donor’s requirements and sector standards. Includes guiding and managing the introduction of lessons-learned into programming for continuous improvement. – Represent TGH in relevant sector coordination mechanisms and with relevant government line ministries. – Manage the design and conducting of field assessments, based on population needs, TGH priorities and funding opportunities. – Participate in the identification and development of partnerships providing an added value for the Sudan program and contribute to effective partnership management.

Program management

    • Lead programming in the FSL, Child Protection, Education sectors plus MEAL in Darfur for the TGH mission in Sudan, ensuring program quality through strategy development and program design that meet or exceed CHS, SPHERE and other recognized sector standards. – Oversee and coordinate program implementation for FSL, Child Protection and Education programming through Project Coordinators and Technical Staff.
    • Exchange information and technical support with headquarters FSL, Child Protection and Education Technical Department Advisors and the sector partners (clusters) in Sudan ensuring compliance with sector standards and best practice. – Contribute to the follow up of program budgets and to the consistency of spending with resources available, donor commitments and co-funding requirements in coordination with the Finance Department. – Contribute to relevant Protection, Gender and Environmental issues mainstreaming in Sudan programming, including building in inclusion and monitoring of PSEA (Prevention of Sexual Exploitation and Abuse) activities. – Ensure that program teams raise awareness among affected populations on PSEA, TGH staff’s expected standards of conduct, and the various mechanisms for reporting abuses or concerns.

Staff management

    • Adapt tasks and responsibilities allocation within the Program team to accommodate program requirements or specific situations. – Identify capacity building needs for staff and partners, and take the lead on coordinating any formal or informal knowledge and skill-building for the Program Team and partners. – Provide direct support to the Program team through learning sessions and appraisals. – Take up a Project Manager/Coordinator’s role in case of the need for gap-filling.

Representation and coordination

    • Upon request, support the Country Director in the representation of the TGH Sudan. When necessary, assume the responsibility of Acting Country Director. – Ensure program coordination and complementarity with Donors, government line ministries, INGOs and NNGOs, UN agencies and clusters. – With the Country Director, contribute to programs complementarity and synergies by maintaining effective relationships with international and local organizations, specifically those working in same geographical areas and sectors.

General support to the mission

    • Safeguard that conduct and work of the Program Team respects core humanitarian values of humanity, independence, neutrality and impartiality. – Contributes to the respect of security measures applied by the Country Director and the Security Management Team – Support the implementation of internal procedures in coordination with the Head of Administration, Finance and HR, the HR Coordinator, the Logistics Coordinator and the Field Coordinators. – Support internal improvement processes. – Contributes to knowledge and information sharing within the team.

Security, working and living conditions

Based in Khartoum, the Head of Programs will perform regular short-term missions to Darfur offices and to any other areas where new programs will be developed or could be developed. The security situation in Darfur is variable from place to place and period. Field visits are authorized when security conditions allow it. The movements to the field are ensured by United Nations Humanitarian Air Services- UNHAS.

Current social context in Sudan, especially in Khartoum, can lead to temporary tightened security procedures (movement restrictions, etc.).

Health risks are limited and there is little prevalence of malaria or other diseases in Khartoum. Adequate medical services are available in Khartoum.

The mission in Khartoum has a guesthouse, located on the second floor of the office. Internet is fine but with variable availability and stability; no problems with making and receiving International phone calls.

Khartoum enjoys different places for recreational and relaxation activities: markets, swimming pools, gardens, access to cultural sites out in Khartoum plus sites in other parts of Sudan. The social life is good, especially for those who like to sometimes create their own social life rather than depending on others. .

There are daily flights to regional destinations.

Profile

Educational background and experiences

    • University level degree or equivalent in the field – At least 3 years of humanitarian experience in the field, with at least 1 year in coordination position, preferably in one or more of the following sectors: Child Protection, Education and Food Security & and Livelihoods. – Experience in managing emergency and early-recovery operations in challenging security environments and understanding of the humanitarian environment (standards, stakeholders and mechanisms). – Experience in fundraising, proposal writing, grant management and knowledge of procedures of main donor agencies.

Skills

    • Excellent project and people management skills – Representation – Knowledge, skills and experience in designing and maintaining M&E systems, tools, quality data collection, analysis and use of M&E data for program decision making – Developed skills for work organization and tasks prioritization – Excellent communication and writing skills in English. – Proficient level of French language would be a significant asset – Experience in Arabic or Muslim countries and knowledge of Arabic language are a distinct advantage – Proficient user of MS Office pack – Ability in successful team motivation, management and capacity building – Strong interpersonal skills and demonstrated ability to work effectively on a team and to lead a team of specialists from a range of fields. – Ability to work and support teams remotely, without diminishing oversight of projects
