Doctors Without Borders, an international humanitarian medical association established in 1971, provides medical assistance to populations facing crises that threaten their survival, mainly in armed conflicts, but also of’ epidemics, natural disasters or’exclusion of care. The French section of MSF is present in some thirty countries.
As part of’a temporary replacement, we are recruiting a· Project Finance Manager.
Mission:
Under the hierarchical responsibility of the Head of Internal Control & Management, you are in charge of the development of assigned financing from private and institutional funders.
You carry out your mission in coordination with the project departments (mainly operations department) and support departments (fundraising of the various MSF sections, communication, finance).
Main responsibilities :
· You contribute to the definition and implementation of the affected financing policy, taking into account the movement dimension and the operational strategies and constraints of each country of intervention.
· You contribute to the’ achievement of funding objectives :
– You are the reference’interlocutor(trice) with the other MSF sections (fundraising, counterparts of other operational centres, etc, International Bureau) or donors (headquarters relations) for issues related to the allocated funding and ensure relations with these actors.
– In coordination with the fund-raising departments of the MSF sections and the relevant internal departments (mainly operations and finance department) :
o You identify themes or projects that can be submitted to potential funders (foundations, major donors, MSF internal funding mechanisms, donors), document and maintain them.
o You are in support of the actors (departments, cells and coordinations) involved in the drafting of financing proposals and in the associated reports.
o You ensure that the information necessary for the development of project proposals as well as’aux updates and reports of funded projects are available at the required deadlines.
o Ensure that projects are not overfunded.
– You provide support to the finance department for the management of funding received from MSF sections.
· You are the guarantor(e) of the compliance of the MSF policies and procedures in this area: ‘MF :
– You ensure that MSF internal policies and procedures (including reporting capability) are « acceptable » in light of the expectations of the funders and vice versa, the quality of the documents transmitted and compliance with deadlines.
– You ensure the effective application of the’ procedure for the acceptance of the allocated financing.
– You alert decision-makers to the identified risks of non-compliance with contractual commitments (project, special clauses, procedures, deadlines..).
– You are responsible for the response to’assessment exercises and audits.
· You are responsible for the monitoring, the’analysis and the reporting of your activity.
· You provide timely and temporary support on’ other files if necessary.
Profile sought:
· Experience :
– You have professional experience in managing relationships with public or private financers and / or field experience as a project coordinator(trice) or administrative and financial coordinator(trice) for an NGO.
– You have graduated(e) from’a higher education Bac+5 (law, international relations, marketing, economics or management).
· Languages :
– French B2 – written and spoken essential
– English B2 – written and spoken essential
· Skills :
– You are familiar(e) with the strategies and expectations of the financiers, their financing methods and contractual management rules, as well as the formats of proposal and reporting.
– You have experience in project management, as well as office and financial management tools.
Status : CDD 12 months, full time. Framework post.
The position is based in Paris 75019.
Conditions:
49,77K€ gross annual over 13 months.
22 RTT days per year. Complementary health care 100% supported by Doctors Without Borders. Titles restaurant d’a face value of 11€ (60% support by MSF). Support of 50% of the’public transport subscription.
