Head of Recruitment and Career Management (100%)
Based in Amman, Jordan- relocation possible
Objective
The Head of Recruitment and Career Management, reporting to the Head of OCA MENA Office, leads and unites a team of four Recruiters and Career Managers, enhancing their recruitment and career management efforts for MSF’s global humanitarian projects. The RCM Coordinator promotes team cohesion and effectiveness, while helping to shape the strategic direction of RCM activities in MENA and collaborating with regional and global recruiting entities.
Main Responsibilities
Recruitment and Career Management for Overseas Deployment
- Provide the MSF movement with candidates for operations in sufficient quantities and qualities.
- Define HR strategy with line managers to ensure recruitment and placement of staff for all 5 Operational Centres.
- Contribute to talent management initiatives to aid program staffs’ development and retention.
- Monitor and analyze relevant labor market trends in the region, tailoring recruitment activities accordingly.
- Proactively and regularly liaise with relevant staff in the Operating Sections (Amsterdam, Brussels, Barcelona, Paris, and Geneva and Abidjan) on hiring plans and forecasting, adjusting recruitment and selection activities as needed.
General Management
- Provide guidance and support to the RCM team on systems, processes, special cases, performance management, training, and professional development.
- Guide, strategize, and unite the team in day-to-day activities and strategic decision-making.
- Ensure, in supervising the RCM team and in collaboration with relevant OC personnel, that all international and internal movements of departing/returning staff are properly managed (visas, tickets, per diem when necessary, dates of arrival/departure, etc.).
- Visit countries within the MENA portfolio.
- Create new networks and outreach for recruitment purposes and MENA office awareness.
Technical Support
- Act as the contact person with field staff’s families in case of security or medical incidents and/or evacuation.
- Report monthly HR statistics to the line manager (Head of MENA Office) to inform decision-making, planning, and fine-tuning of HR strategies.
- Effectively manage disciplinary and grievance procedures related to staff in the pools.
Communication
- Represent the team with other regional and global offices.
- Collaborate with external bodies and organizations according to hiring needs and strategies.
- Actively participate in different platforms related to RCM and pool matching.
Candidate Profile
- Bachelor/master’s degree (or similar education) or equivalent through experience, with relevant management experience within MSF,
- For internal candidates: experience in a Human Resources function at the coordination or HQ level (eg. Experience as Project Coordinator, Fieldco, HoM or management experience in HQ) is of value
- Understanding of the political and systemic intricacies of a large organization
- Fair, objective, and neutral attitude towards a team of diverse nationalities
- Experience in organizational or company strategy development
- Innovative thinker & discreet in handling confidential or sensitive matters
- Fluency in English is mandatory; working knowledge of French preferred. Arabic is an asset

We Offer
A challenging position within a stimulating, professional working environment in a major international organization.
An employment contract from 1st of October 2024, based on full-time employment. The contract is for one year with a renewal option.
The salary falls within a range starting at 2,553 (JOD) depending on relevant work experience, based on a full-time appointment.
Other benefits include:
- MSF loyalty bonus is paid for every 12 months of MSF experience. You receive an extra 2% of the entry level of salary on your position with a cap at 10 years, therefore providing a maximum of 20%.
- If the preferred candidate needs to be relocated, then there is a relocation package determined. More details to follow.

- 25 working days per year (paid annual leave).

According to MSF legal registration in Jordan, all non-Jordanian who work for MSF in Jordan will be benefited from the tax exemption on their gross salaries. However, MSF cannot guarantee the continuation of applying for this exemption. Therefore, in case of cancelling this exemption from the concerned Authorities, MSF will apply the tax deduction on its employees’ salaries, according to Jordan Income Tax Law.
