CONTEXT
Within MSF, Recruitment responsibilities are shared between different stakeholders and geographical locations. HR Teams in projects, Partner Sections, as the Recruitment Unit, we work in close collaboration towards a common goal: answer to operational HR needs in an ever-changing environment.
Within the HR department of MSF Belgium (Operational Center Brussels), the Recruitment Unit (RU) is the go-to unit for all population’s recruitment topics and/or activities. The RU is part of the HR OPS Hub alongside the pool management team and the HR officers’ team.
The Recruitment Unit:
- Recruits International Mobile staff to answer to OCB HR operational needs
- Ensures the recruitment expertise and support during HQ recruitment processes
- Gives methodological support for field Locally Hired Staff recruitment
- Develops and implements Talent attraction & sourcing strategies and activities
As Head of Recruitment, you develop and ensure the implementation of a framework and processes that guarantee:
- The MSF image as responsible employer
- A positive applicant experience throughout the recruitment process, right up to the start of on-boarding
- A smooth and efficient support for managers in search of relevant external or internal competences to successfully carry out their projects and activities
Reporting to the HR OPS HUB Coordinator and working in close collaboration with the Head of Field HR and the Resource Manager, you are responsible for:
- A team of 6 Recruiters based in Brussels and in Kinshasa within the HR Hub Central Africa
- A Recruitment strategies and processes advisor
- A team of 3 HR marketing & support Officers and 1 to 2 interns
MAIN RESPONSIBILITIES
Talent acquisition team coordination
- Represent and ensure the general coordination, implementation, constant improvement and follow-up of Talent acquisition activities in order to answer to the constant evolving needs and orientations
- Coordinate and manage Recruitment and Talent attraction teams, towards operational efficiency and the search for solutions, compliance with rules and procedures, attention and respect for applicants, monitoring recruitment indicators, setting clear objectives and motivating each team member
- Define and implement DEI Strategies and Safeguarding Principles and /or commitments in all recruitment and talent attraction activities
- Represent MSF-OCB at the Intersectional Platforms and act as Interlocutor in front of all the MSF movement for Recruitment purposes
Recruitment strategy and activities
- Develop and define the Recruitment and talent attraction strategies, policies and processes towards a coherent and transparent Global Workforce approach
- Ensure the implementation of Reward Review procedure with proactive change management & recruitment mitigation strategies
- Ensure the implementation and qualitative follow-up of the recruitment and talent attraction strategies, policies and processes, and the respect of OCB Recruitment Principles
- Define the strategy to support HR projects teams in the recruitment of key local positions
- Define and follow-up yearly recruitment targets of international mobile employees and ensure proper follow up in collaboration with the Pool Manager team and with MSF recruiting entities
- Establish and follow up the budget for the Recruitment and Talent Attraction activities
REQUIREMENTS
Education & Experience
- Higher education (Bachelor/Master) in Human resources management or equivalent through experience
- At least 5 years of MSF (or similar INGO) experience in management positions required
- Experience in Talent acquisition required
- Experience in humanitarian projects in countries of intervention is a strong asset

Languages
- Fluency in English and French mandatory (spoken and written)
- Other commonly used languages in MSF such as Spanish, Portuguese or Arab are an asset
- Knowledge of Dutch is an asset
CONDITIONS
- Expected starting date: September 15th, 2024
- Location: Brussels (Belgium)
- Mobility: available for 2 to 3 visits in the projects and international meetings in Europe
- Contract type: Open ended contract – Full-time
- Salary according to MSF-OCB HQ grid
