The position of Head of Multi-Year Results Planning and Coordination Unit is located in the Division of Strategic Planning and Results (DSPR) within the Strategic Planning and Programme Service (SPPS) in UNHCR Headquarters Geneva.
The Division of Strategic Planning and Results guides strategic planning and multi-year planning; ensures that planning and resource allocation processes are simplified, evidence-based and coherent; strengthens results-based management and reporting on impact and outcomes and resources allocated; and strengthens management and oversight of projects implemented directly or by partners. The Division has three services: Strategic and Programme Planning (SPPS); Annual Review and Budget Analysis (ARBAS); Implementation Management and Assurance (IMAS).
SPPS is made up of two units – the Multi-Year Results Planning and Coordination Unit (currently integrated into the RBM Project) and the Strategic Planning and Analysis Unit (SPAU).
The position leads the Multi-Year Planning and Coordination Unit (MRPCU) which main objective is to ensure that all country operations are adequately equipped and supported to develop quality multi-year costed strategic plans guided by the renewed UNHCR Strategic Directions (2022 ¿ 2026). As of 2021, UNHCR has adopted a new Results Based Management (RBM) approach for strategic planning, budgeting, monitoring and reporting named COMPASS. While the work of COMPASS has been managed as a project until now, one of the priorities of the Division is to integrate it into the ongoing, day-to-day support and guidance provided by the Division. The Multi-Year Results Planning and Coordination Unit will be playing a critical role in this process through active engagement with HQ Divisions and Entities as well as the Strategic Planning Pillar of the Bureaus. The Unit will contribute to collaboratively define and implement COMPASS¿ change management strategy and institutionalize this organization-wide transformation.
Thee Head of Unit will report directly to the Head of SPPS and will work closely with other Heads of Services and Heads of Units in DSPR, as well as counterparts in Regional Bureaus and other Divisions in UNHCR Headquarters. The incumbent has supervisory responsibility.

Duties

  • Support the Head of Service in defining and articulating the vision, strategic directions and priorities for the Service; formulating and delivering its outcomes; and producing a road map/work plan based on concrete deliverables and clearly spelled-out outputs and well-defined accountabilities.
  • Lead the work of the Service in revising and consolidating the policy and guidance for detailed planning, including COMPASS and other reforms into UNHCR¿s regulatory framework.
  • Lead the work in the Service on transition and integration of COMPASS by overseeing COMPASS roll-out follow-up ensuring updated guidance, including Administrative Instructions, and tools to support planning for 2023 onwards.
  • Foster collaboration and team building within the Service and across Divisions and Bureaux to promote and expand multiyear planning, with sound deliverables related to results.
  • Ensure support to Bureaux and countries in expanding multiyear planning also through a dedicated capacity building at Headquarters, regional and country levels.
  • Provide regular updates on team dynamics, existing or foreseen gaps (gap analysis) on UNHCR or stakeholders¿ performance and any other ethical matters that would impact the Division¿s image and deliverables.
  • Perform other related duties as required.

For P5 – 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

Relevant Job Experience

Essential
Extensive knowledge and experience of UNHCR strategic planning, budgeting, monitoring and reporting, illustrated by a practical experience of the COMPASS based planning in a country operation.
Demonstrated proficiency, experience and knowledge in the areas of programme, field operations, and analysis.
Extensive experience in working with complex partnerships and various stakeholders. Relevant awareness of political and operational complexity of UN operations.
Proven experience in change management and strong communication skills to lead the required changes and to liaise and coordinate with external stakeholders and other actors.
Excellent level of team management and leadership skills, proven ethical practices and high level of inter-personal and emotional intelligence skills.
Ability to coordinate complex processes and activities and work closely with multiple stakeholders, including senior management and functional and technical counterparts.

Desirable
Experience with indicators, measurement and monitoring approaches. Relevant knowledge of UNHCR rules and regulations, compliance and accountability framework.
Working knowledge of a second UN Language.
