Head of Rule of Law and Human Rights Department in the OSCE Presence in Albania At PAE

We’re seeking a Head of Rule of Law and Human Rights Department in the OSCE Presence in Albania S-3 (ALB000086)

A middle manager with an advanced degree in in criminal justice and/or law enforcement (the latter required for police corrections officer training) or a relevant field, 6+ years’ experience and 3+ years at the management level. The position requires:

– Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.

– Knowledge of courtroom proceedings and criminal law and procedure

– Knowledge of international legal procedure standards and instruments

– Demonstrable organizational, analytical, communication and interpersonal skills

Mandatory:

– Relevant and progressively responsible legal reform experience

– Proven management and supervisory experience, including project development and management

– Professional fluency in English with excellent communication (both oral and written) skills

– Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities

– Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender,

and diverse political views, while maintaining impartiality and objectivity

– Computer literate with practical experience using Microsoft applications.

Desirable:

– Good knowledge of the regional political situation and the legal system of the mission area

– Previous international work experience and or experience in field missions, preferably in south-eastern Europe

– Previous regional experience as judge or prosecutor would be an advantage

Tasks and Responsibilities

Under the direction of the Head of Presence and Deputy Head of Presence, in accordance with the mandate of the OSCE

Presence in Albania, the Head of the Rule of Law and Human Rights Department shall:

1. Leading the Department, taking responsibility for all aspects of staffing and administration;

2. Developing, co-ordinating and monitoring the implementation of OSCE projects in the area of rule of law and human rights;

3. Providing advice and analysis on rule of law and human rights issues, based on the knowledge of the relevant laws, practices

and key players in the sector, ensuring compliance with relevant international standards;

4. Providing legal advice to the Head of Presence and other senior staff on matters relating to OSCE rules and regulations as well

as international law;

5. Performing other duties as assigned.
