Founded in 1922, DanChurchAid (DCA) is a Danish rights-based non-governmental organization. Established in CAR since 2015, DCA provides assistance to the most deprived communities in conflict and post-conflict situations through its Humanitarian Action Program “Safer Communities”: education on the risks of Small Arms and Light Weapons (SALW). ), Remnants and Explosives of War (REG); Reduction of Armed Violence (RVA) and peacebuilding & Psychosocial Support, Income Generating Activities (AGR); distribution of non-food and household goods (NFI), conditional and unconditional Cash (food coupons, etc.), distribution of seeds and tools, support to Civil Society organizations for their involvement in Security Sector Reform (RSS). The DCA Program in CAR is funded by DANIDA, the United Nations Peacebuilding Fund, Echo, the European Union; other financing is currently being negotiated.
DCA is looking for 01 experienced Sub-Base Manager for the management of the Ippy base.
General job description:
Under the direct supervision of the Bria Base Manager, the Sub-Base Manager will provide leadership and assistance to the Ippy program and support team to ensure the rapid execution of the project’s deliverables. under base. He/she is responsible for leading and managing the teams, ensuring that they are fit for purpose and meet the needs of the DCA mission in the Central African Republic.
The Ippy Sub-Base Manager is expected to contribute to high levels of teamwork and cross-sector collaboration. Under his leadership, the support team will support program execution, driven by results, data analysis, problem identification and resolution. He/She will have to help the teams set up and respect all the operational and programmatic systems of the Ippy sub-base.
ROLES & RESPONSIBILITIES:
Under the hierarchical responsibility of the Base Manager/Project Manager based in Bria, the post holder is responsible for:
Management and strategy
- Coordinate all program and support functions to ensure the general management of the Ippy sub-base teams;
- Provide operational assistance to program teams and coordinate with team leaders for effective execution of all project activities;
- Coordinate, with the Bria Base Manager and the Security Focal Point, Ippy’s security plans and protocols, and ensure that they are constantly up to date;
- Support team leaders in monitoring and reviewing the budget against actual data with the support of operations staff, and ensuring that appropriate actions are taken on time;
- Supervise the sub-base logistics team to ensure all aspects of supply chain support, including procurement, inventory management, asset management, renewal, maintenance and repair of vehicles and equipment (including communications equipment and computers);
- Ensure compliance with the financial and logistical policies and procedures of DCA and the various donors;
- Participate in the development of new project proposals, through the analysis of needs in its geographical area or other region;
- Ensure the quality of materials used on construction sites, and monitor the construction/rehabilitation work on infrastructure carried out as part of the project;
- Develop and/or validate the technical plans proposed by the project staff;
- Write the narrative reports planned by the project and the organization’s internal reports;
- Guarantee appropriate communication and coordination between beneficiary communities in its area of operation, technical staff and Coordination programs in Bangui;
- Assist in emergency needs assessments and execution of the emergency program in response to the humanitarian situation and its evolution.
Financial management
- In collaboration with the finance and logistics departments, plan the expenses to be made;
- Periodically monitor expenditures made on the sub-base;
- Participate in the preparation of the sub-base purchasing and expenditure plan;
- Ensure compliance with DCA and donor procedures in the management of purchases of goods and services.
Logistics
- Lead an efficient and responsive supply chain system that meets the needs of program teams;
- Ensure that all processes, from procurement to warehousing, comply with the requirements of DCA and the various donors;
- Update project budget lines monthly and transmit them to the finance department;
- Ensure the proper use of the goods made available to the sub-base (rolling vehicles, means of communication, etc.);
- Ensure that sub-base purchasing requests are carefully developed in collaboration with logistics;
- Ensure that purchasing plans are developed, and monitor their implementation.
Security
- Ensure the highest possible level of security management through participatory analysis of threats and risks, and the development and implementation of DCA operational procedures;
- Ensure widespread, interdepartmental understanding and ownership of security management;
- Oversee ongoing contextual analysis and risk analysis, to ensure that all teams have access to relevant safety information in their work area;
- Ensure that all base personnel respect the security and safety procedures put in place by DCA in CAR;
- Share the team movement plan on a weekly basis with the Security Focal Point based in Bangui and the Bria base manager.
Human ressources
- Ensure continuous capacity building of the field team in close collaboration with direct and technical supervisors, while ensuring staff performance reviews and individual development plans;
- Assist field staff in the execution of personnel policies including coaching, performance evaluation, staff development and disciplinary measures;
- Ensure leave planning for sub-base staff and follow-up with the HR department.
Representation
- Represent DCA at meetings with partners in the area (authorities and humanitarian actors) while ensuring the good image of the organization;
- Ensure healthy and constructive partnership relations with all DCA teams in the field;
- Establish and maintain networks with UN agencies, international NGOs and local partners with a view to promoting strategic partnerships;
- Guarantee the cohesion of the project team (stimulate team life within the limits of private life and resolve potential conflicts).
Required profile
- A BAC+3 university degree (preferably related to project or program management);
- Minimum of 5 years of experience in managing operations and/or projects (Food security, Livelihoods, Protection) in fragile and insecure places, preferably in Ouaka and Haute-Kotto;
- Proven ability to manage staff in the field and remotely;
- Previous experience of at least four (4) years with an international humanitarian NGO;
- Experience in logistics, HR/Administration and security management;
- Excellent intercultural communication skills;
- Excellent skills in capacity building and staff training;
- Strong problem-solving, analytical and decision-making skills;
- Good computer skills;
- Flexibility, ability to work independently and meet deadlines;
- Willingness to travel in the field and work in sometimes remote areas and/or with relative security and minimal living conditions (as security allows);
- Mastery of French and Sango essential, knowledge of other local languages in the intervention area is an asset.
