A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.

In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their complete autonomy.

The French Red Cross (CRf) has been present in Mauritania since 2000, through health programs (nutrition, maternal and child health), economic and social recovery and food security.

Its national strategy is based on three main axes: strengthening the health system, strengthening the resilience of populations, and the exchange of expertise with the National Host Society, the Mauritanian Red Crescent.

Later

Under the hierarchical supervision of the head of delegation, the head of sub-delegation supervises the coordination, planning, implementation and control of interventions and projects in the Hodh el Chagui region. He/she is the security referent, and ensures compliance with procedures by all FIU staff throughout the Hodh El Chagui region.

The head of sub-delegation is the guarantor of the accountability of the FIU’s interventions towards the beneficiaries; members of the CR/CR movement and donors. To this end he/she works to strengthen the capacities of the CRm and the valorization of operational achievements.

The Bassikounou sub-delegation currently has a team of around 38 staff including 2 expatriates who will be under the management of the head of the sub-delegation.

Goals

Under the authority of the head of delegation based in Nouakchott, the head of sub-delegation has the objectives of:

  • Represent the French Red Cross (CRF) to the authorities, beneficiaries and partners involved in the Hodh El Chagui area. It is important to note that representation with the central level (supervising ministries except in exceptional cases) will be made by the head of delegation or the donor reporting and communication officer of the delegation.
  • Guarantee the coordination and monitoring of projects of the Bassikounou sub-delegation, as well as the sharing of information with other humanitarian actors and partners in the field, specifically with members of the CR/CR Movement,
  • Ensure good communication and coordination between the different services of the sub-delegation and with the FIU delegation in Nouakchott
  • Maintain the strategic positioning of the FIU and guarantee the quality and accountability of the actions implemented in its areas of competence, within the Bassikounou sub-delegation.

The head of sub-delegation is the guarantor of compliance with internal procedures, particularly security, put in place by the FIU at the level of the Bassikounou sub- delegation . The delegation’s current challenge is to develop new projects in Hodh El Chagui.

Candidate profile

Qualifications and experiences

  • Master’s degree or equivalent in project management, international relations/international cooperation, social sciences and/or administrative and financial management
  • At least 3 years of experience in a similar position; very good team management skills

Mandatory job requirements

  • Proven experience in management, project management (3 years minimum) essential
  • Experience in security management
  • Experience in administration, finance and logistics
  • Experience in humanitarian/development and abroad essential
  • Ease of communication and institutional relations
  • Comfort in coordinating with many other humanitarian actors
  • Autonomy, versatility, adaptability in a difficult context
  • Organizational capacity and coordination capabilities
  • Writing skills and experience in project writing and report development
  • Good analytical and synthesis skills
  • Good knowledge of the main donors and their procedures

Valued skills

  • Mastery of the Office pack (Word, Excel, Powerpoint), network work (G-Suite/Google Workspace)
  • Knowledge of the Red Cross Movement

Skills linked to the specific environment of the mission:

  • Rigor, patience, diplomacy, flexibility and ability to adapt
  • Experience in managing staff from different cultures
  • Good knowledge or experience of the CR/CR Movement (operation, mandates, etc.)
  • Great ability to negotiate

  • Excellent level of French required (spoken and written)
  • Correct level of English read and written appreciated

Practical information related to the position

  • Type of status : expatriate
  • Type of contract : French fixed-term contract/precariousness bonus paid at the end of the contract
  • Salary : salary range, according to the classification of the position on the CRf grid and according to the experience of the candidate.
  • End of year bonus : equivalent to a 13th month pro-rata based on attendance time
  • Per diem : daily per diem which varies depending on the country
  • Leave : 5 weeks of paid leave/year and 21 days of recovery – Plane ticket 100% covered by the CRf for travel home/mission for leave after 6 months
  • Health coverage : CFE + Mutuelle MSH (100% covered) – 75% covered by the CRf
  • MedEvac/repatriation insurance : YES
  • Other insurance : provident insurance (death-disability)
