Context:

The International Organization for Migration (IOM) is an intergovernmental organization created in 1951 which occupies a leading position on the migratory scene. Composed of 173-member states, plus eight other states with observer status, IOM has offices in more than 100 countries. IOM works closely with governmental, intergovernmental, and non-governmental partners to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. Since September 2016, IOM has become the United Nations migration agency. IOM has been present in Mauritania since 2006 and currently has its main office in Nouakchott and sub-offices in Bassikounou, Selibabi and Nouadhibou.

Under the direct supervision of the Chief of Mission for IOM Mauritania and in coordination with relevant units within IOM Mauritania, the successful candidate will be responsible and accountable for coordinating activities implemented by IOM in Bassikounou, with a particular focus on supporting the effective and timely implementation of activities, the efficient supervision of the sub-office, and relations with the local authorities and partners.

In close coordination with the Resilience and Community Development head of unit, the Head of Sub-Office will be responsible for the coordination, implementation and monitoring of resilience and community stabilization activities, and act as a technical focal point for DRR and MECC inside the Mission and in the implementation of an ECHO Disaster Risk Reduction (DRR) project in IOM Sub-Office, Bassikounou, Mauritania.

Core Functions / Responsibilities:

  1. Monitor, supervise and oversee project support staff responsible for the execution of projects as well as sub-office resources management support staff. Check the consistent application of procedural standards and policies of IOM projects.
  2. Monitor and evaluate the coordination of activities between IOM projects and relevant stakeholders in the different sectorial working groups, national and local authorities and donors, and bring issues to the attention of the supervisor, proposing course of action to address problems.
  3. Coordinate and supervise the implementation of a DRR project funded by ECHO.
  4. Contribute to the development of new project proposals on disaster risk reduction and migration, environment, and climate change.
  5. Provide technical and administrative support to IOM interventions on disaster risk reductionand migration, environment climate change.
  6. Implement and monitor administrative and operational activities of resilience and community stabilization related projects in Bassikounou.
  7. Draft, review and coordinate the production of documents and reports on disaster risk reduction as well as migration, environment and climate change for government counterparts, the international community, and other stakeholders.
  8. Draft or coordinate the timely preparation and submission of project proposals and reports according to IOM and donor formats as required. Draft weekly reports, regular updates, project summaries, and other relevant materials.
  9. Facilitate liaison with local authorities and other UN agencies, through regular and ad hoc meetings on all activities IOM implements in the Hodh Ech Chargui region.
  10. Report regularly to the Chief of Mission on issues pertaining to migration, forceddisplacement and IOM activities in the Hodh Ech Chargui region.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Business Administration, International Relations, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience of two to three years in implementing activities related to disaster risk reduction and/or resilience or community stabilization;
  • Experience in project development specifically in international development, implementation and evaluation, and/or program implementation and management;
  • Good experience in management of projects funded by ECHO is an advantage;
  • Familiarity with migration and internal displacement related issues.

Skills

  • Excellent analytical skills, including the ability to perform a variety of conceptual analyses required for the development, implementation and evaluation of projects;
  • Good knowledge of project formulation, administration, and evaluation techniques and practices;
  • Good level of computer literacy, including database applications.
  • Excellent drafting ability and analytical skills, the ability to draft papers of high quality primarilyin French;
  • Good knowledge of project formulation, administration and evaluation techniques andpractices;
  • Good documentation skills in donor proposals and narrative reports;
  • Previous related experience in the West African counties is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Arabic and/or any local language is a great advantage.
