Context:
Between February 22-25 in 2019, Typhoon Wutip crossed directly over Chuuk State and increased in strength as it continued across Yap State in the Federated States of Micronesia (FSM). Most of the affected area is in the outer islands of Chuuk and Yap.
As the United States Agency for International Development’s (USAID) implementing partner, the International Organization for Migration (IOM) will support the local governments with relief & reconstruction of public facilities and housing reconstruction.
Under the direct supervision of the Chief of Mission (CoM) of IOM Micronesia and in close coordination with relevant Programme Managers based in the Country Office (CO), the Head of Sub Office will be responsible and accountable for the overall administration of the IOM Sub office in the FSM State of Chuuk, as well as the implementation, monitoring and coordination of relevant project activities.
Core Functions / Responsibilities:
1. Provide support to Programme Managers in the overall implementation of projects and in supervising the day-to-day activities to facilitate compliance with relevant IOM and donors’ policies, procedures, and requirements.
2. In close coordination with the Resource Management Unit (RMU) in Pohnpei and in accordance with the relevant regulations and procedures, supervise the operational, administrative, and budgetary activities of the Sub-Office.
3. Supervise sub-office staff and ensure timely completion of outputs and activities. Ensure adequate reporting from each section/team to its respective programme manager as well as compilation of weekly reports.
4. Ensure appropriate implementation of IOM’s policies and procedures regarding safety and security, emergency response and post-crisis management.
5. Work closely with the Relief and Reconstruction Manager and the Pohnpei-based Chief of Party and Grants/Contracts Manager to ensure reconstruction progress in the implementation of agreed activities by supervising field teams and monitoring compliance by vendors and contractors. Maintain awareness of key program progress, challenges and deliverables and communicate these effectively.
6. Conduct visits to project sites to maintain up-to-date contextual awareness of the sub-office’s operating environment. Support the COM and Programme Managers by drafting inputs and providing information for the preparation of programme reports, outreach materials, situation reports, media outreach and after-action collation.
7. In close coordination with the CoM, maintain liaison with local government and national humanitarian agencies. Participate in relevant fora, including migration-related, anti-trafficking or climate change events and gatherings. Regularly consult and meet with local government entities and other local stakeholders.
8. In close coordination with the local United Nations Department for Safety & Security (UNDSS) and the IOM Staff Security Unit (SSU), monitor compliance with the Minimum Operational Security Standards (MOSS) of office premises and operational procedures, including activation of the warden system, formulation of an evacuation plan and a business continuity plan and other related preparedness measures.
9. Monitor the implementation of IOM’s policies and procedures regarding emergency response and post-crisis management, including prevention of sexual exploitation and abuse, zero tolerance for corruption, and promotion of a respectful work environment.
10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, International Relations, Humanitarian Affairs, or a related field from an accredited academic institution with two years of professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in programme coordination and implementation, specifically in emergency or post-recovery;
• Operational and field experience in logistics and administration;
• Experience working in a non-governmental organization and/or international organization, implementing disaster risk management projects in the Pacific region an advantage.
Skills
• Understanding of logistical challenges faced in small island developing states;
• Willingness to travel to remote and isolated field locations;
• Demonstrated ability to supervise staff;
• Knowledge of project development processes and strong understanding of IOM/UN project implementation procedures.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of
Chuukese is an advantage.
