Background

Ethiopia is perhaps the most critical humanitarian context in East Africa. For decades, Ethiopia has hosted hundreds of thousands of refugees from neighbouring countries. It has a significant and fluctuating population of climate and conflict IDPs (Internally Displaced People), it is subject to worsening cycles of climate crisis and recent conflict in critical regions in the north of the country has led to severe and complex humanitarian crisis.

To achieve the required results, NRC Ethiopia works with government, UN agencies and local institutions. In delivering its humanitarian and recovery responses NRC’s Ethiopia programme has built a growing reputation for developing new approaches to achieve greater impact. Following a freeze in operations in the second half of 2021, the Ethiopia programme is currently re-establishing its structures and portfolio with the intention of maintaining a significant, long term role in the countries humanitarian response.

We are seeking to recruit a Head of Support to structure and maintain processes, with a focus on empowering human resources and fostering a culture of efficiency and compliance.

Role Responsibilities

  1. Line management for support managers of Finance, HR, Admin and Logistics and ICT
  2. Member of the Country Management Group (CMG)
  3. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  4. Facilitate the support functions strategic input to the development of the Country Strategy and Plan of Action
  5. Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans
  6. Accountable for ensuring quality support to project implementation.
  7. Contribute actively and ensure solutions are reached in strategic and key operational matters in budget management, logistics, and Human resources
  8. Accountable for providing input on operational support to Country Strategy and Contingency Plan
  9. Lead NRC’s internal policy and procedure development and reviews and contribute to strategic planning processes, including the development of efficient systems to achieve the set objectives in the country strategy
  10. Ensure quality implementation of procurement and recruitment plans
  11. Responsible for organisational learning related to programme support, including technical capacity building
  12. Regular follow ups in all geographical areas with the support departments and staff

Professional Competencies

  • Minimum of 6 years of relevant experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Allocation of resources and costs expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Contextual skills, knowledge and experience:

  • Knowledge of Ethiopia is an asset
  • Strong technical knowledge of NRC procedures on finance, logistics and HR

Additional Information

Duty Station: Addis Ababa

Contract Length: 24 months

Salary: Grade 11 based upon NRC Grading Scale

Travel: up to 50%
