Head of Support Venezuela At Norwegian Refugee Council

The Norwegian Refugee Council (NRC) in Venezuela is looking for a Head of Support to lead our dedicated support team, ensuring our humanitarian and recovery efforts are powered by efficient, high-quality support functions including Finance, HR & Admin, Logistics and ICT. RESPONSIBILITIES

What you will do:

Line management for support managers such as Finance, HR & Admin and Logistics (incl. ICT)
Member of the Country Management Group (CMG)
Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action
Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans.
Ensure quality and timely support to project implementation.
Facilitate the Master Support Budget, country level budgets and BPO development, including assessing and monitoring costs and resource allocation needs.
Develop the Strategy of country structures, technical systems, human resource capacity and allocation
Develop the new country specific technical SOPs, guidelines, and tools
Responsible for organisational learning related to programme support.
Responsible for technical capacity building of support staff
Responsible for implementation of Safe and Inclusive Programming Minimum Standards across the Country Office with reference to Support functions.

QUALIFICATIONS

What you will bring:

Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context.
Experience from working in complex and volatile contexts.
Allocation of resources and costs expertise.
Knowledge of market analysis interventions will be an asset.
Leadership skills
Fluency in English and Spanish, both written and verbal.
Knowledge of and previous experience from Latin America
Experience in implementation of humanitarian projects/programs
Solid knowledge of Logistic and procurement, HR and finance routines in a humanitarian context.
Excellent communication skills.
Excellent problem-solving skills.
Flexible and able to deal with sudden changes.

What we offer

Duty station: Caracas, Venezuela
Contract: national, 24 months, extendable
Travel: up to 30%
Salary/benefits: grade 11 on NRC’s salary scale, with accompanying terms and conditions for international contracts

The Latin American (LA) region faces multiple complex emergencies, including the internal and regional impact of the crisis in Venezuela, the humanitarian consequences of the armed conflict in Colombia, and the pervasive high levels of generalised violence in the North of Central America and in Mexico. These conditions produce some of the highest forced displacement numbers in the world. According to UNHCR, there are over 15 million displacement-affected people, including some 7,4 million Internally Displaced Persons (IDPs) across NRC country programme coverage in Latin America. The LA region also witnesses record numbers of transcontinental population movements generating significant protection risks as people are obliged to cross borders often through routes where conditions are dramatic. Restrictive asylum and migration policies also create flows of deportees and returnees, who struggle to re-integrate in their communities and often face violence, retaliation, discrimination, and exclusion. Those phenomena are accelerating across the region.

NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala, and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy, and support functions.
