Context
Founded in 1945, CARE is one of the world’s largest humanitarian networks, apolitical and non-denominational. Our mission is to fight extreme poverty. CARE implements emergency and development projects in complementary areas: education, food security, health, drinking water, development of income-generating activities by involving communities and collaborating with local partners. CARE defends women’s rights and supports their empowerment. In 2023, CARE France intervened in 51 countries. Thanks to its 85 employees (including around ten expatriates) and a budget of €67 million, CARE France provides its partners in the field with: technical expertise, financing, management control, human resources if necessary, as well as advocacy relays. Mission Description
General objective
Under the head of the Programs department, functional link with the climate focal points.
Your main missions:
Function 1: Strengthen CARE France’s technical expertise on climate and biodiversity (20%)
- Lead the implementation of the climate-biodiversity strategic axis in conjunction with all internal and external stakeholders, ensure its monitoring and support its updating when necessary;
- Conduct active monitoring of the subject, externally and internally (in particular of the resources of CARE International’s technical teams), appropriate and adapt the relevant information to transmit it to the people concerned;
- Identify and disseminate existing training offers on the issues of its theme, raise awareness among all CARE France staff, including within the CARE Lebanon country office, on the theme, and more specifically train program teams;
- Collaborate with the Corporate Engagement team for the continuous improvement of due diligence tools on the climate-biodiversity component;
- Provide expertise and collaborate with the inclusive business and Engagement Entreprises teams on topics related to carbon finance, with the aim of refining, justifying and formalizing CARE France’s positioning;
- Developing the foundations of expertise on biodiversity
- Produce quality technical content based on pilot experiences conducted by CARE France in the field to feed and influence the CARE International network, and improve collective impact (for example: urban agriculture, payment for environmental services, loss and damage);
- Ensure the link and actively contribute to the work and products of CARE International in the area of expertise;
- Where applicable, ensure the link with the dedicated focal point at the level of the CARE France Board of Directors.
Function 2: Deploy and promote CARE France’s technical expertise on climate and biodiversity (20%)
- Develop toolboxes and/or dedicated resources on the integration of climate and biodiversity issues into programs;
- Make an active contribution to the work of the CARE France Green Team;
- Carry out capitalization actions aimed at highlighting CARE France’s actions on the theme;
- Represent CARE externally when relevant (with donors, ministries, governments, platforms, media, etc.) on the subject in coordination with the relevant teams (advocacy, programs, partnerships, operations, etc.) and with the approval and support, where appropriate, of the Head of the Programs Department and/or media relations and advocacy managers;
- Represent CARE France and actively participate in the work of the networks of actors on the theme: Climate and Development Commission, Humanitarian Environment Network, Climate Action Network (in conjunction with the advocacy manager), AFD Partners Committee, etc.
- Develop partnership relationships with research networks and think tanks;
- Where applicable, integrate and monitor its technical expertise within the framework of CARE France’s “Association Social Responsibility” (RSA) approach;
- Actively participate, when relevant, in workshops and conferences concerning your theme, as a speaker or participant;
Function 3: Support CARE International Program teams and offices in the prospecting, development and implementation of projects (40%)
- Monitor opportunities, participate in responding to calls for proposals relating to climate and biodiversity, develop and implement an approach strategy for obtaining funding;
- When necessary, participate in CARE International country office strategic planning workshops;
- In close collaboration with project managers, support country offices in the development of quality proposals on climate and biodiversity (one-off remote and/or on-site support, participation in development workshops, provision of references and sources of information, critical review and discussions with teams, proposal for substantive improvements);
- Train the field to ensure the quality of programmatic monitoring in its project theme: compliance with objectives, indicators, deadlines, procedures, sensitive points;
- Support the use of the climate marker by country offices and project managers for proposals through training and a critical review of the forms;
- Contribute to a quality relationship with project donors by supporting discussions with technical reporting;
- Support for the implementation of projects with a strong climate and/or biodiversity dimension through technical assistance to project managers;
- Collaborate with marketing and communications teams for meetings or information campaigns on the theme (mailings, press releases, meetings with major donors and private partners, street recruiters);
- Collaborate with the general public collection and private partnerships teams to obtain and develop new financing;
- Capitalize on the projects monitored and promote the results and lessons learned, use this data and the projects to support advocacy actions and, where appropriate, participate directly in advocacy and communication efforts (external representation, conferences, media, etc.);
Function 4: Manage the approach to reducing CARE France’s climate and environmental footprint (10%)
- Lead the deployment within CARE France of the CARE Climate and Environment Policy (CEP): representation of CARE France within the CEP Focal Point Network of CARE International and ensuring its proper application;
- Monitoring and regular updating of carbon footprint measurement, in particular through monitoring and support for updating information systems enabling data collection and analysis;
- Participation in sharing or capitalization sessions aimed at acquiring best practices, pooling and optimizing the sector’s resources (Humanitarian Environment Network, Coordination Sud);
Function 5: management of the expertise center (10%)
- Manage the members of the hub, namely at least one gender expert, and other human resources depending on needs and possibilities (intern, work-study student, etc.);
- Co-construct with the team the annual roadmap on the two priority themes (climate-biodiversity and gender);
- Propose approaches, resources and methodologies to be developed and deployed to promote expertise;
- Ensure consistency and sharing of experience between the experts mobilized on each of the themes;
Profile sought
Training and Experience:
- University education BAC+5: agronomy, forestry, environment;
- Professional experience of at least 7 years in a technical expertise role or climate/environment project manager, with experience in the international solidarity sector;
- Field experience of at least 3 years is an asset;
- Knowledge of the CARE network or networks operating in a similar manner is an asset;
Expected knowledge:
- Knowledge of the issues and functioning of the development and international solidarity sector;
- Proven knowledge of climate change adaptation issues in the Global South, in particular: locally-led adaptation , gender-transformative adaptation, nature-based solutions, payments for environmental services;
- Knowledge of climate-biodiversity donors and financing channels and their specificities;
- Knowledge of the issues related to reducing the footprint of the aid sector;
Skills and qualities required:
- Autonomy, versatility and flexibility;
- Ability to design and deploy training, in person and remotely;
- Writing skills, ability to produce reports and tools;
- Presentation, representation and negotiation skills (public speaking);
- Ability to interact with interlocutors at different levels (partners, donors, researchers, etc.);
LANGUAGES :
- Perfect command of French and English.
- Fluency in Spanish is an asset.
Conditions and terms of application
Contract : Permanent
Status: Executive
Working hours: 212 days per year (fixed days)
Desired start date: As soon as possible (please indicate your availability)
Salary: between €45,000 and €54,000 gross per year depending on profile and CARE’s salary scale.
Benefits: mutual insurance 100% covered by CARE France; meal vouchers with a face value of €9, of which €5 is covered by CARE France; 75% reimbursement of public transport network subscriptions or sustainable mobility package; possibility of partial teleworking from the 3rd week of the contract (package of 40 or 80 days of teleworking in the first year; 120 days from one year of seniority).
Workplace : CARE France headquarters, Pantin (93500) – RER E Pantin or Hoche metro from the beginning of March 2025 (moving to the new CARE France premises)
