Head of the Uvira Base At Croix-Rouge Française

The Democratic Republic of Congo, the second largest country in Africa, is home to over 90 million people. The population is growing rapidly and is facing a prolonged multisectoral crisis. The challenges are immense, both in terms of epidemiology, access to water, sanitation and health, as well as in terms of protection and food insecurity, which will affect approximately 26.2 million people by September 2021. The French Red Cross has been working in the DRC since 1979 within the framework of a partnership with the Red Cross of the Democratic Republic of Congo (CRRDC). Since the 2000s, the CRF has had a delegation (permanent office) in Kinshasa, and mainly carries out health projects in the former Bandundu. As of 2018, the organization is intensifying its interventions, with projects focused on Infection Prevention and Control (IPC) of epidemiological diseases, Water, Sanitation and Hygiene (WASH) measures and support for health personnel and centers. The CRF intervened in the East of the DRC in the response to the 10th Ebola epidemic to support health structures in medical Infection Prevention and Control (IPC) and WASH, consolidated during the 11th epidemic with emergency response teams, and the Covid-19 response in North and South Kivu.

Position Objective: Under the authority of the Head of the Bukavu sub-delegation, the Head of the Uvira Base is responsible for the RWC in the Uvira area. He/she is responsible for the proper implementation of RWC projects initiated in the Uvira region. He/she is the contact person for the movement’s partners and other organizations working in the Uvira region. His/her main mission is to ensure the management of support departments, representation, coordination, technical planning and the smooth running of project activities in the Uvira region. He/she is the guarantor of the security of DMI CRf in this area.

Responsibilities: The Uvira Base Manager: ● Ensures the proper functioning of the Uvira base (management and security watch included); ● Participates in the design, implementation and monitoring of projects; ● Ensures the supervision and coordination of the implementation of projects in its operational area; ● Provides support in the preparation/drafting/negotiation of new projects in the Uvira region; ● Ensures compliance with quality standards and the application of CRf procedures; ● Supports the Project Managers in the effective and efficient management of projects in accordance with the principles of CRF and its partners; ● Is responsible for all CRf staff (national and expatriate) at the Uvira base; ● Exercises authority and represents the RWC in his or her area of assignment by delegation from his or her superior. ● Exercises authority and represents the RWC in his/her area of assignment by delegation from his/her superior.

Skills and experience required: – At least 3 years of professional experience in a position requiring a high degree of versatility, preferably in a humanitarian context. Knowledge of the South Kivu area is a plus. – Solid experience in administrative, financial and human resources management essential – Solid experience in logistics management essential – Significant experience coordinating a multidisciplinary and multicultural team – Experience working with a partner, diplomacy and negotiation skills are essential – Knowledge of ECHO, AFD and CDCS donor procedures – Excellent computer skills (complete autonomy on the Office Pack: Word and Excel, PPT) – Respect the principles of the International Red Cross and Red Crescent Movement: humanity, neutrality, unity, universality, impartiality, volunteerism, independence. – At least two years of experience in grassroots or project management

Skills and experience valued: ● Experience in the region or in a similar context.
