Head of Unit – Safety & Security. At Organisation of Educational Cooperation

The OEC:

The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

Role Summary:

Under the overall authority of the Secretary General and the guidance of the Under-Secretary-General for Administration, the Head of Safety & Security is responsible for managing a range of Safety & Security planning, management, risk assessment tasks, and teams to ensure the Safety & Security of staff members and their eligible family members, as well as the protection of OEC facilities, assets, and resources at the duty station. Professional technical, operational, and administrative support is provided to personnel and OEC partners and stakeholders as needed. The incumbent collaborates with all departments at OEC to ensure that all staff and partners follow OEC’s security protocols.

Duties:

Team Leadership and Management

  • Under the authority of the secretary general, the head of safety & security is in responsible for establishing, reviewing, and updating OEC’s safety and security policies, procedures, and supporting documents.
  • The direct management of the Safety & Security team, oversees training, orientation, and performance management.
  • Management of the roaster of the Safety & Security team.
  • Fully responsible for the equipment assigned to the Safety & Security unit, including monitoring the inventory procedure and property control.

Training and Drills:

  • Putting together a thorough programme for fire and general safety, including protective and preventative measures such emergency fire drills and a building evacuation plan.

Information sharing and Safety & Security briefings.

  • Provide briefings for the secretary general’s office preparatory to all assembly meetings, travel, or any speaking opportunities with key stakeholders or on an international or domestic level.
  • Provide the secretary general with prompt advisory, information, or referral services in connection with security concerns of the utmost urgency or sensitivity, referral to medical services, or event management guidance.
  • Managing the implementation of a unique patrol route and movement to ensure their safety and protection, planning, and providing person security and escorts to the Secretary General and other dignitaries on visits.
  • Reports are being followed up on and reviewed. coordinating the provision of specific security coverage for conferences, meetings, and other events, including managing badge distribution and other conference security procedures, and informing attendees as needed.

Liaison and Synergy.

  • Interaction with local law enforcement agencies on safety & security incidents, embassies, and intergovernmental organisations to acquire vital information for advisory purposes and as a preventative strategy against any incident or noncompliance with government rules.
  • Liaison with Addis Ababa City Fire Services and other emergency services agencies in the event of a fire or other disaster.
  • Conduct field trips to develop expertise of the local context.

Qualifications:

  • At least 5 years of work experience in organizing knowledge management collection, curation, and dissemination in a national or international organization.
  • A university degree in one of the following fields is required: Security Risk Management, International Relations, Conflict Analysis, Intelligence Analysis, Diplomatic Studies, Conflict and Security, Counter Terrorism, or another relevant technical field.
  • A minimum of 2 years of professional experience in global security risk management and/or security analysis is required.
  • Demonstrated international security management experience and understanding of global safety and security best practices is highly desirable.

Language Requirements:

  • Candidate must be fluent in English. An additional knowledge of one or more other official languages (French, Arabic, Spanish) is a distinct advantage.
