Health Advisor
Duty station: Baidoa, South West State of Somalia
Reporting to: Director General Ministry of Health -South West State of Somalia.
Type of assignment: Secondment
Duration: 1 year with a possibility of Extension subject to performance and availability of funds
Background:
The Nordic International Support Foundation (NIS) is a non-profit organisation, headquartered in Oslo. NIS work with international donors, national governments, community leaders, national civil society groups and other key stakeholders to support processes that facilitate recovery from conflict through a variety of means, and currently implement projects in Somalia, Mali and Myanmar.
The NIS-administered Support to Somali Experts Secondment and Capacity Building Programme (SES), funded by the Swedish International Development Cooperation Agency (Sida), aims to support the efforts of the Swedish government in seconding high-capacity Somali diaspora and local experts to a range of national institutions in Somalia for the implementation of the National Development Plan (NPD). By helping to provide high-capacity diaspora experts to weakened government institutions, this programme seeks to boost their capacity to function and implement government policy. While the provision of experts under a single programme will not remedy all the capacity constraints faced by government, this programme will help to build the core competencies necessary to achieve longer-term and more ambitious development goals in the years ahead.**
ROLE: This position will primarily be located in Baidoa, Somalia and will report to the DG Ministry of Health SWSS.
The Health Advisor will assist the Southwest state establish and maintain good working relationship with federal government, federal members of states and other strategic medical partners to enhance high quality medical standard and building the capacity all Southwest State Medical Institutions, as per lessons learnt the outbreak of COVID 19, the Health advisor will provide guidance and building institutional health capacity by respecting world health organization’s Medical code of conduct and Medical Laws towards realization of the health goals and vision for the people of Southwest State and its leadership.
The Health advisor will train new physicians on the facility’s policies and keep current medical staff up to date on changing health regulations. Their daily duties could include offering clinical guidance to the office of the president, Ministry of Health Southwest State of Somalia and State’s physicians, innovating policy changes, ensuring SWS compliance, starting quality improvement efforts, evaluating quality of services, developing the budget, and coordinating community relationships.
The Health Advisor will support the South West State strive towards achieving its development stage with high standard medical, including developing Southwest State Medical Policy in the alignment of Federal Government of Somali, and making that the ministry of health is adopting and providing high quality standard medical centers with enough equipment and making sure all southwest state’s medical institutions are well prepared and active on their alert of future outbreaks and well preparedness plans are in place. In addition, the Advisor will demonstrate the following:
Specific Tasks:
· The Advisor will examine existing medical care standards, protocols and practices and frameworks; revises and enhances; puts in place benchmarks and guiding Southwest State’s Ministry of Health to ensure that all Southwest Stat’s clinic centers are met the medical standard and citizens receiving the highest quality of medical care.
· He/ She will identify the following priority areas of work on preparing for, preventing and responding to health crises:
a. Strategic support for Southwest State’s health systems
b. Making sure that all Southwest State’s Health Intuitions including Ministry of health are adapting exiting health policies and Integrating with FGS Medical Frameworks as well as International Medical standard
c. Supporting regional and district health Systems and Strengthening the capacity of state’s health institutions
d. Advising sustainable financing for health security
e. Focusing attention on the gender dimensions of health crises
f. Ensuring health security remains prioritized on national and global political agendas Initiates and monitors a referral utilization review process.
· Advises ways of implementing Health Quality Assurance programs, measures and monitoring performance reviews of Southwest State medical policies, and a system of peer review.
· Supporting and making sure the development and maintenance of statistical data related to outbreaks such as COVID 19 and other Pandemics, in order to continually improve medical practices.
· Advises Advanced health security requirements and ensuring capacity to respond to health threats, resilience-building and preparedness plans and Disaster Risk Reduction to preventing health threats
· Develops and implements on-site training sessions; assesses need for, and coordinates, professional educational and training programs for medical and non-medical clinic personnel.
· He will develop public health care by establishing a legal mechanism to education, training and licensing. And he/she will play a key role in realizing the Southwest State medial policy of the implementation of health services that will lead to significant successes and goals for access to world-class health services based on fair delivery of health services and delivery of Southwest State Health objectives.
Analysis:
- Compiling analytical report on the Southwest State’s Health Care System, and, as developments occur, communicating with the president on a regularly basis.
- Effective leadership skills to guide an entire healthcare team and implement valid action plans.
- Having a strong business acumen to organize financial, human resources, legal, and political aspects of healthcare is essential.
Education:
- A licensed physician and/or Public health expert holding an advanced university degree (Master’s degree or equivalent) in Medicine or Public health and have demonstrated ability in and knowledge of medicine and public health.
Experience:
- A minimum of ten (10) years of progressively responsible experience in medicine and public health in coordinating Governmental and nongovernmental Institutions including management, policy and advising experience at senior levels.
Communication:
- Fluency in English, both written and oral (Advanced level) speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately. Writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.
- Fluency in Somali (Maay and Maxa Tiri) is an added advantage.
Duration:
The duration of the post will be 1 year. but may be renewed subject to the performance of the expert and availability of funds.
