Health Care in Danger (HCiD) Delegate – Afghanistan At Norwegian Red Cross

The HCiD Delegate assumes overall program management and technical support responsibility in Afghanistan of the HCiD file supporting the ICRC delegation as well as the Afghan Red Crescent Society (ARCS) in defining and implementing in a transversal and coherent manner their actions in this respect.

In coordination with the Heads of the Communication, Legal, Health, Cooperation and Protection departments, s/he supports the ICRC Delegation, in the initiation, development and implementation of local and contextualized HCiD projects in the framework of the objectives and strategy set in the Delegation’s PFR and the HCiD Plan of Action. Likewise, s/he support the integration of HCiD into ARCS responses supported by other Movement partners, in close collaboration with ICRC Cooperation department.

The HCiD Delegate reports hierarchically to the Prevention Coordinator. S/he works in close collaboration with operational coordinators of the HCiD file holders (Communication, Legal, Protection, Health, and Cooperation). As the focal point for the HCiD file, s/he coordinates all HCiD initiatives, projects, reflections and plans of action, across field sites and across all departments in a transversal manner.

Main strategic responsibilities:

Transversal coordination of the HCiD objectives and activities in ICRC

  • The HCiD Delegate carries out his/her responsibilities in close collaboration with the Communication, Health, IHL, Protection, WatHab, and Cooperation coordinators. S/he works under the direct supervision of the Prevention Coordinator when it comes to setting operational and strategic orientations that underline the development and implementation of local and contextualized projects, the overall inter-departmental coordination, and the mobilisation of other humanitarian actors and the humanitarian diplomacy aspect of the position.
  • S/he ensures close cooperation and coordination between the various ICRC programmes involved in HCiD activities (Communication, Cooperation, Health, Protection, Legal, FAS, WatHab) in the framework of achieving the HCiD objectives, thereby ensuring a multidisciplinary, transversal approach (convener role). Consequently, s/he leads the Delegation’s HCiD Steering Committee, made up of the coordinators concerned and the Prevention Coordinator
  • Defines, along with the other departments involved in the HCiD file, the strategy, and a central plan of action. Supports Sub-Delegations to identify, assess and analyse the problems affecting the medical mission in Afghanistan, and to develop and implement appropriate response projects/activities.
  • Supports, together with ICRC Cooperation Coordinator and the NorCross Country Rep, the ARCS in integrating HCiD into its operational responses, including those supported by other Movement partners. Likewise, advises on the definition of an HCiD strategy for the ARCS.
  • When applicable and relevant, he/she supports the Delegation’s Management in complementing ICRC’s global efforts in mobilising and federating supranational stakeholders and states on the issue (humanitarian diplomacy).

Strengthening internal ICRC and ARCS capacities in achieving the HCiD objectives

  • Builds the internal capacity of the ICRC in Afghanistan in understanding HCiD objectives and implementing the plans of action. Supports the ICRC Cooperation and Health Coordinators in the implementation of their respective capacity strengthening plans, jointly defined with the ARCS.

Main operational responsibilities:

  • The HCiD Delegate helps to implement, review, elaborate and refine a national multidisciplinary plan of action on HCiD and to ensure and maintain transversal coordination and fluid communication within the delegation between the different departments and persons involved, in particular through regular ICRC HCiD Steering Committee. S/he ensures good internal communication, keeping all those involved, including HoSDs, field delegates, updated on the Delegation’s and ARCS activities, and any other relevant information about the institutional HCiD project and related events.

Reporting, analysing, planning

  • S/he gathers and analyses relevant HCiD information from all sources available, including from the ARCS and ICRC HCiD information collection system (e.g. security updates, field trip reports, media, etc.).
  • Regularly provides the ICRC Delegation and the ARCS with a country-wide analysis of relevant HCiD issues.
  • Together with the ARCS, s/he co-chairs the HiCD Movement working group on a quarterly basis.
  • Produces adapted delegation-wide and SD-specific plans of action, as needed, and is responsible for timely and concise internal reporting, all the while contributing to ICRC’s planning and monitoring tool (Planning for Results: PfR, Monitoring for Results: MfR, Quarterly Operational Report, Weekly Operational Report: WOR, etc.)
  • Monitors HCiD data reported from a variety of sources (other organisations, media, etc.).
  • Works closely with the data administrator regarding the data entry of HCiD information in the Prot 6 database and proposes / develops additional tools for analysis of data.
  • Monitors and reports on achievements of objectives as per the PfR. Participates to the periodical evaluation of the needs and the results achieved in relation to HCiD objectives. Proposes adaptations and solutions as required to the HCiD Steering Committee.
  • Contributes to the definition of specific objectives in the field of HCiD, of priorities and strategies, and of the means required for their implementation.
  • Contributes to the delegation’s reflection on a multidisciplinary strategy related HCiD.
  • Supports the management of the delegation » for coordination and advocacy with relevant international and national organizations (such as UNAMA, WHO, AIMA).

Coaching and Training

  • Briefs all relevant ICRC and ARCS HCiD focal point on HCiD activities.
  • Provides technical advice to the ARCS HCiD focal point.
  • Advises the ICRC Coordination and Sub-delegations in the transversal inclusion of HCiD activities in their respective plans of action.

Representing the ICRC

  • Develops and maintains a network of relevant interlocutors in coordination with the department coordinators (civilian and military authorities, UNAMA, WHO, other UN Agencies, NGOs, etc.)
  • Accompanies coordinators (Protection, Communication, FAS, IHL, Health, Cooperation) in meetings with interlocutors relevant for HCiD activities.
  • Ensures contact with the ARCS in the field of HCiD (with the aim of coordination, training, sharing of guidelines, providing technical support, etc.) is maintained between the relevant persons (incl. regional level).
  • Organises / participates in dissemination sessions, public awareness events, and workshops / round tables as per annual ICRC and ARCS-ICRC joint plans of action.

Protection department – 35%

  • With the Deputy Protection Coordinator in charge of “Protection of Civilians” (PCP), gathers and analyses data on HCiD incidents to design an appropriate response.
  • Provides guidance on the kind of sources to be used and information / events to be collected as deem necessary for the understanding of trends and patterns on HCiD.
  • Upon request from the field, accompanying PTLs who carry out oral interventions and participating in field-organised workshops with external interlocutors.
  • Giving feedback on HCiD events documented and on the way of entering data into the Prot 6 database.

Health department – 30%

  • Ensures, in close cooperation with the Health Department, regular contacts and proper coordination with representatives of the relevant central authorities in particular the Ministry of Public Health to mobilize them.
  • Through bilateral meetings and round tables, progressively mobilizes humanitarian stakeholders, including WHO, as well as relevant national authorities, in particular the Ministries of Public Health, Defence, Interior, and National Security to promote the idea of establishing a platform for monitoring and data sharing of HCiD incidents, supporting the protection and security of medical missions, and promoting the respect of medical ethics.
  • Ensures understanding amongst Health Department staff (mobile and resident), knowledge and understanding of the HCiD file.
  • Ensures regular awareness building sessions within ICRC-supported health structures for health employees, including nursing and medical schools’ students (awareness on rights, obligations, reporting mechanisms and data confidentiality).

Communication department – 25%

  • Based on the experience and knowledge acquired by the ICRC and ARCS, through the implementation of the HCiD project, he/she mobilizes and coordinates with humanitarian actors on communication activities of joint interest.
  • Together with the Communication team, develops locally adapted production materials in support of HCiD plans and activities (e.g. pamphlets, flip charts, videos, radio spots, posters, flyers etc.)
  • Identifies and coordinates with the communication team opportunities to raise awareness on HCiD within the different relevant target audiences (e.g. health workers, general public, etc.) for the HCiD file.
  • Supports the delegation in harmonizing key messages on HCiD within the Movement.

Cooperation department – 10%

  • Contributes to the design, development and rolling out of the joint ARCS-ICRC HCiD plans of action, and related activities.
  • Supports the ARCS to integrate in a transversal manner HCiD.
  • Ensures ARCS leadership support and cooperation for advocacy activities.
  • Advises on the engagement and collaboration of the ARCS in the public health system to implement strategies in relation to the protection of the medical mission according to the particularities of each situation and adapting to the existing context.

For the implementation of the above-described responsibilities:

  • Directly interacts with ICRC MGMT, Coordinators, Head of substructures and HCiD focal points.
  • Engages, when relevant, with the ARCS leadership jointly with the Cooperation Coordinator.
  • Co-Chairs with the ARCS the HCiD Movement working group.
  • Directly engages and supports MGMT engagement with various stakeholders in relation to HCiD.
  • Liaises with the HCiD Unit at ICRC’s headquarter in Geneva.
  • Provides quarterly report to NorCross Country Manager.

Mission specific responsibilities:

Decision making authority

  • Part of the ICRC HCiD Steering Committee.
  • Takes decisions linked to the day-to-day management of the HCiD file.

Reporting

  • Produces and submits relevant reports to the ICRC HCiD Steering Committee.
  • Contributes to ICRC institutional reporting (PfR, MfR, Quarterly, WoR, etc.).

Education:

  • Higher education / relevant university master degree (the latter can be compensated by significant field based work experience).

Experience with:

  • 5 years of experience in humanitarian or development sector including in highly insecure contexts.
  • Specialised level of knowledge of HCiD and desirable exposure to its application in a variety of contexts.
  • Desirable experience in working within the Red Cross and Red Crescent Movement in the areas of Protection, Health, Communication and Cooperation is a strong asset.
  • Desirable experience with awareness raising campaigns.

Skills and knowledge:

  • Good knowledge of the HCiD project and / or related issues.
  • Confirmed experience in coordinating multidisciplinary projects and solid organizational skills.
  • Demonstrated skills in training and coaching, preferably in cross-cultural environments.
  • Leadership.
  • Strong communication and negotiation skills, strategic and creative thinking, analytical skills flexibility and an open, diplomatic, management style.
  • Ability to work effectively and harmoniously with colleagues and/or partners from varied cultures and professional background.
  • Solid knowledge on Movement mandates and roles, in particular of National Society structures, systems and procedures.
  • Advanced knowledge of humanitarian field work.
  • Advanced innovative thinking and analytical ability.

Reporting to:

NorCross staff seconded to the ICRC Delegation in Afghanistan.
