Reports to: Detention Doctor

Duration of Contract: One-year fixed term contract (with the possibility of renewal to an open-ended contract where performance and competencies are key to be selected for further contractual continuity)**

Objective:

The Health Care in Detention (HCD) Field Officer will be based in the Najaf sub-delegation and will have frequent travels to Nasiriyah, Basra, and Hilla to support the implementation and monitoring of Health Care in Detention projects, according to the objectives set out by the Delegation.

Based on the skills required for this position, he or she has the capacity to work with a degree of autonomy and contribute to planning and coordinating HCD activities at the field level.

The position responsibilities require support to Iraq public health authorities in the field of healthcare in detention from a public health perspective. Therefore the HCD field officer should have sound understanding of public health approach. The position does not imply visiting detention facilities and does not involve clinical communication or consultation of sick detainees in detention facilities.

The Health Care in Detention (HCD) Field officer will work under the supervision of the Detention Doctor and in cooperation with the Detention Team. Internally, s/he interacts with the Protection and Health departments at the sub-delegation, and externally interacts with penitentiary health staff and relevant local health authorities on health-related matters.

Key Responsibilities:

This is a public health position; clinical skill is an asset but not necessarily applied in the job

· Contributes to the implementation, monitoring, and evaluation of the Health Care in Detention (HCD) program and activities;

· Assists Health Care in Detention (HCD) Delegate and other Detention teams in designing operational strategies and planning the HCD programs at a local level;

· Coordinates and cooperates internally with different departments on Health Care in Detention (HCD) related topics, when it is needed;

· Runs briefings of context and cultural sensitivities for the sub-delegation staff;

· Holds regular meetings with the Department of Health (DoH) to contribute to the implementation, monitoring, and evaluation of the Health Care in Detention (HCD) program and activities;

· Supports health authorities to develop and implement preventive measures and contingency plans in places of detention to prevent and control outbreaks of different communicable diseases;

· Assists in designing operational strategies and planning the Health Care in Detention (HCD) programs at the local level;

· Follows up on monthly statistics related to the Health Care in Detention projects in pilot sites;

· Contributes to internal and external written reports and minutes of meetings;

· Assists with organization of relevant meetings and training for the Health Care in Detention (HCD) projects and facilitates; training/capacity building of Health staff working at Detention pilot sites.

Education and Professional Experience required:

· University medical (or similar) degree (medical, nursing, pharmacy, public health, allied health, medical assistant, etc.);

· 3 to 5 years of total work experience (including 2 years of clinical experience) with a minimum of 2 years experience in the humanitarian sector;

· Fluent in written and spoken Arabic and English.
