Role Dimensions: Save the Children works in almost all regions in Somalia/Somaliland with a current staff complement of approximately 450 staff and a current expenditure of approximately US$60 million each year
ROLE PURPOSE:
The purpose of the Co-coordinator role is to support and strengthen the coordination and performance of the Somalia Health Cluster and add value of NGO co-coordination by complementing the expertise, experience, capacity, competencies and skills of the Coordinator and the Lead Agency.
The Co-coordinator shall promote accountability to affected populations and adherence to quality standards and best practices. The role is guided by principles of partnership, collaboration, predictability, and transparency
The Co-coordinator will work with the World Health Organisation (WHO) as the cluster co-lead agency to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response. In holding the position, hosted by Save the Children International (SCI), the Cluster Coordinator will have specific responsibility for ensuring that the position is informed by the NGO perspective.
The accountabilities of the position set out below are aligned to the core functions of cluster delivery at the country level (i) Supporting Service Delivery (ii) Informing Strategic decision making (iii) Planning and Strategy development (iv) Advocacy (v) Monitoring and Reporting (vi) Contingency Planning and Preparedness.
QUALIFICATIONS AND EXPERIENCE
- Minimum of 5-7 years’ experience of humanitarian work including needs analysis and strategy development, programme/project planning and implementation (project management), cluster/sector coordination and advocacy. Field experience in complex emergencies is essential.
- Sound understanding of the international humanitarian system, including humanitarian coordination, funding, and leadership mechanisms.
- Coordination and leadership skills: Information sharing; facilitation of meetings and workshops; analysis and strategic planning and drafting; teamwork/working with people; communication; negotiation (conflict resolution); representation and advocacy.
- Technical knowledge and skills: knowledge of Health specific programming is a strong advantage
- Degree in medicine and/or Masters of Public Health, health management with training and experience in and project planning and management techniques.
- In-depth knowledge of emergency relief policies and practices within the UN, other UN Specialized Agencies, donor agencies, national and international NGOs.
- Previous experience of cluster coordination at the international, national, or sub-national level
- Ability to prioritize, organize, manage and adapt management style according to need;
- Excellent communication and negotiation skills and ability to convene stakeholders and facilitate a policy process among UN, NGOs, national health authorities, and donors;
- Strong interpersonal, management, coordination, and negotiating skills for fostering integration and teamwork
- Strong presentation and analytical skills
- Strong planning and organizational skills including the ability to meet deadlines
- Ability to work independently
- Excellent knowledge of written and spoken English
