Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. Our teams are committed to supporting civilians who are victims of marginalisation and exclusion, or affected by natural disasters, wars and economic collapses, by responding to their basic needs. Our aim is to provide emergency aid to uprooted people to help them regain their dignity and self-sufficiency. The association runs an average of 200 projects per year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructure, water, sanitation, hygiene and economic recovery. PUI assists some 7 million people in 20 countries: in Africa, Asia, the Middle East, Eastern Europe, France and Latin America.
The PUI Colombia Mission has been officially operational since January 2019 and focuses on addressing the urgent needs of Venezuelan migrants and refugees, as well as vulnerable Colombians. This is expected to be achieved through a multi-sectoral and integrated program focused on health, housing, protection, food security and water, sanitation and hygiene, within programs located in Norte de Santander, Santander and Arauca.
General objective
The Health Coordinator is responsible for the development and implementation of the programmatic and operational strategy of the Health sector of PUI Colombia. He/she is also responsible for ensuring the quality of the programs currently being implemented or to be developed, through rigorous technical involvement in the design, implementation, monitoring, evaluation and learning phases.
The Health Coordinator must also build and improve the technical capacities of the organization’s health team, and provide the necessary technical support and accompaniment so that staff can implement activities related to the Health sector efficiently and effectively, while respecting compliance with humanitarian principles, the Sphere Handbook, the Core Humanitarian Standard and PUI sectoral and organizational standards.
The Health Coordinator will also be responsible for representing PUI Colombia on health issues before the humanitarian community, strategic partners and, upon delegation by the Head of Mission, government authorities.

We are looking for a professional in health sciences, public health and/or pharmacy with a minimum of 5 years’ prior experience in humanitarian or international cooperation projects in the health sector. You must have knowledge in the formulation, implementation and evaluation of international cooperation projects in the health sector, with an emphasis on conflict-affected or hard-to-reach environments. Knowledge of the procedures and technical requirements of institutional donors of international cooperation. You must have good written communication skills, rigorous knowledge of the project cycle, skills for creating and strengthening technical capacities and the ability to plan and propose new ideas in a critical manner.

MAIN ACTIVITIES OF THE POSITION
PARTICIPATE IN THE ANALYSIS OF THE CONTEXT AND HEALTH NEEDS, IN THE DEFINITION OF THE SECTORAL HEALTH STRATEGY AND THE DESIGN OF NEW HEALTH INTERVENTIONS
- Supports the Deputy Chief of Mission – Programs in designing the grassroots health strategy and operational framework, including roles and responsibilities, team organization, protocols, tools and processes, and disseminating them at the grassroots level.
- Ensures monitoring and analysis of national health and sanitation policies, medical protocols, and epidemiological data from the country’s main health actors (WHO, UNICEF, UNFPA, UNAIDS, NGOs, etc.).
- Provides ongoing information to his/her line manager, the overall coordination team, and project teams, especially the Health team, on current and emerging health policies, guidelines, and protocols at the national, international, and PUI levels.
- Monitors the evolution of humanitarian health and nutrition needs in the country and, in coordination with project teams, uses information provided by health/nutrition working groups/clusters for sectoral strategic planning.
- Based on your analysis of the health sector, you suggest needs assessments to your line manager.
- Participate in the identification of health and sanitation needs in collaboration with project and MEAL teams, especially through the integration of health into the needs assessment.
- If necessary, adapt and/or develop data collection tools to be used for health needs assessments, with support from the Mission MEAL Coordinator and the Headquarters (HQ) Health Focal Point.
- In collaboration with the Health Focal Point at Headquarters, participates in the development of the mission’s operational strategy, in particular for the health sector, in synergy with the other related sectors (MHPSS, WaSH, Protection, etc.) and in line with PUI sectoral policies and national health policies.
- Participates in facilitating annual strategic workshops with the mission health team, from which recommendations/suggestions are formulated for the Health department.
- Based on the needs analysis and the mission’s health strategy, it suggests new interventions in line with PUI’s overall strategy, while promoting an integrated multisectoral approach, with support from Headquarters.
- In the development of new health interventions, the MEAL Manager actively participates in the design and drafting of activities, ensuring their relevance. He/she makes recommendations on the budget, human resources, logistics and schedule necessary for implementation, and determines the quantitative and qualitative results, supporting the MEAL Manager in the development of indicators.
- When designing new health interventions, you will ensure their quality by integrating the gender perspective and the cross-cutting aspects of: centrality of protection, accountability to the affected population, and Prevention of Sexual Harassment, Abuse and Exploitation (PAAES).
MONITOR AND IMPROVE THE QUALITY OF HEALTH PROGRAMS (INCLUDING NUTRITION)
- Oversees the implementation of health programmes from a technical perspective and ensures that health activities are in line with the PUI health policy and intervention framework.
- Provides technical support to health teams by responding to technical issues (definition of activities, technical options, execution time, quality control, etc.), and identifying solutions to problems.
- Participates in the operational adaptation of technical recommendations from Headquarters, the humanitarian community or the Government, application of Standard Operating Procedures (SOPs), technical guidelines and other framework documents used in Health activities, with the support of the Headquarters focal point.
- If necessary, contribute to the design and adaptation of management tools for health activities.
- Conducts periodic technical field visits and supervises to monitor the execution and improve the quality of activities.
- Promotes coordination between the different sectors and technical departments on the ground (operational meetings, reports, etc.) and ensures an efficient flow of information between health teams and other technical departments to promote optimal implementation of the integrated approach.
- In collaboration with its hierarchical superior, the MEAL (Monitoring, Evaluation, Accountability, Learning) department and consortium partners – where applicable – participate in the design and adaptation of the monitoring tools for health activities, as well as in the monitoring of implementation plans for each project in order to meet quality and donor requirements, and to measure the quantitative and qualitative impact of health activities.
- In collaboration with the MEAL department, where appropriate, ensures that programme monitoring is recorded in the PMT and validates the information provided there.
- Alerts his/her superior in the event of delays in project execution and suggests adjustments (in terms of activities, area of intervention, objectives, budget, implementation schedule, etc.).
- If relevant and depending on the programmes, it suggests technical evaluations of health programmes, participates in defining the terms of reference and, if necessary, participates in evaluations, analysing the results to feed into the sectoral intervention strategy.
- It promotes the exchange of experiences and knowledge within health teams and actively contributes to knowledge for the health sector at the mission level, through research, reports and epidemiological analysis and morbidity and mortality of the population served / to be served by PUI Colombia programs.
- In collaboration with other departments and sectors of intervention, it ensures that cross-cutting principles of protection and the integration of the gender perspective are taken into account in health programmes.
- Ensures that the project(s), methodology and selection criteria do not harm beneficiaries, PUI teams or anyone else. Ensures that their line manager is immediately alerted if teams or beneficiaries are at risk.
ENSURE EXTERNAL REPRESENTATION AND SECTORAL COORDINATION OF THE PUI FOR THE HEALTH SECTOR
- Represents PUI with national authorities, key humanitarian and development actors (INGO/NGO/CSO) and donors involved in the health sector, ensuring that good relations are maintained with each of them in line with PUI principles.
- Actively participate in coordination meetings (cluster or others) and in technical working groups of the health sector at the national level
- Ensures and coordinates with health teams the sectoral representation of the PUI for the sector before the relevant partners and different local authorities.
- In the event of a donor visit, play an active role in preparing and managing the visit.
- Participates in PUI coordination meetings and is an active member of the governance structure (Technical Coordination)
- Participates in drafting, validates and transmits internal/Sitrep reports on his/her technical field in Health to his/her direct supervisor and to the health representative at Headquarters. Ensures the monitoring and analysis of health activity reports, in particular on epidemiological data, consumption of medical supplies, indicators and results of the mission’s Health programs.
- Participate in drafting, validating and transmitting the technical health parts of external reports to their hierarchical superior and to the health representative at Headquarters, respecting external contractual deadlines and dates (donor reports).
- Collaborates with the different departments and technical sectors of the coordination team and ensures an efficient flow of information between the Health teams and the other technical departments for better implementation of the integrated approach.
SUPERVISING THE HEALTH TEAM
- Provides functional technical support to Project Managers, Sector Managers and Project Coordinators for mission health activities.
- Establishes technical coordination mechanisms and organizes technical supervision of the mission’s health team.
- Participate in defining the organizational chart of the health team and have it validated by the HR department, the project coordinator(s) and their hierarchical superior.
- Supports the definition of all job descriptions (JDs) for the mission’s Health team, including the definition of JDs for sector project managers.
- Provides active technical support to project managers for the recruitment of high-level national technical profiles in the health field (definition of job descriptions, tests, interview tables).
- Within your team, you ensure that each person benefits from a written appraisal at least once per contract or per year, and at least before leaving their position. Your line manager may ask you to contribute to the appraisal of the technical aspects of sector managers.
- If necessary, participate in the decision to terminate the employment contract of a person from the health team in collaboration with the HR department, the Field Coordinator.
- He is familiar with PUI’s Internal Regulations, institutional policies and internal processes regarding the mission and ensures that his team understands and respects them.
- Identifies, together with project managers, the training needs of mission staff for the health sector and plans accordingly the organizational, methodological and technical support, etc.
- Oversees the organisation of external technical training activities and pilots and facilitates internal technical training modules for the health sector within its area of expertise.
- If necessary, review individual action plans and capacity development plans of health team members
GUARANTEES THE LOGISTICAL AND ADMINISTRATIVE MONITORING OF HEALTH PROGRAMS
- Ensures, together with health teams, that the logistical needs of health programmes are met, in accordance with Sphere Standards and PUI recommendations (dedicated and adapted space available for health interventions, relevant medicines, consumables and medical equipment available, compliance with PUI pharmaceutical management guidelines, etc.).
- Ensures the relevance of medical orders and participates in the estimation of the needs for medicines, consumables or medical products of health programs, and in compliance with PUI internal procedures for purchases, and using PUI tools (pharmacy catalog, sagastock, needs estimation file, medical purchase request, etc.). Is responsible for their advance preparation and follow-up to obtain the signatures required for approval by Headquarters.
- Helps to analyze supplier bids for purchases with strict technical specifications.
- Provides all necessary information to the Administration and Finance Coordination on a monthly basis to prepare a cash flow forecast for its own department.
- Ensures updated budget monitoring of the health department on a monthly basis and participates in the analysis and identification of any discrepancies and proposing adjustments to the Administration and Finance Coordinator
GUARANTEES THE SAFETY OF PEOPLE AND PROPERTY
- Ensures that his team understands the safety plan and that safety rules are followed.
- Contributes to the collection of security-related information and disseminates it to his/her hierarchical superior and/or the security department, focal point on a regular basis or ad-hoc in case of emergency.
- Ensures that medical teams have appropriate safety equipment for their activities (e.g. PEP kits, PPE, etc.).
- Contributes, when necessary and based on technical capabilities, to the selection of referral options for healthcare for expatriates on the mission.
- Participate, if necessary, in the management of medical evacuations in coordination with the HR departments, the Head of Mission and Headquarters.
Reports
- In collaboration with the Deputy Head of Mission – Programs, supports the presentation of the necessary reports, studies and analysis of epidemiological surveillance and assessment of needs and sectoral trends, in a qualitative and timely manner and in the correct format, in collaboration with the MERA Coordinator
