Consultancy Overview
Working in close partnership with the Ministry of Health of Malawi, Last Mile Health (LMH) is supporting the government to strengthen community health policy and services. Last Mile Health aims to support the MoH to (1) understand and coordinate financial and human resource needs, (2) understand and coordinate allocation and resource utilisation across all programs implementing community health services, including in public health emergencies, and (3) support resource mobilisation and policy revision to enable future improvements in integrated community health delivery.
Reporting to the Director of Programs, the Health Finance (HF) Consultant (with support from LMH’s global health finance team) will work with the Malawi program team to provide flexible technical support to the Ministry of Health, primarily for the purpose of supporting health finance interventions in resource mapping, mobilization, and allocation. The consultant provides leadership and project management for the design and execution of the following workstreams: (1) resource mapping, (2) resource mobilization, and (3) exploring further areas of health finance support to the government of Malawi.
Project Details
- Commitment – 6 months
- Location – Lilongwe, Malawi (hybrid working from the LMH office, Ministry of Health, and remote)
- Remuneration – Maximum gross fees upon completion are expected to total $23,500 (paid in Malawian kwacha at the monthly prevailing rate). The consultant will be paid upon completion of each deliverable or according to a mutually agreed-upon timeline.
What You’ll Bring
- Several years of professional work/consulting experience in applied health financing, including providing quantitative analysis and support services to governments and funders including economic modeling, econometrics, and budget/cost analysis
- Previous experience and knowledge of national and county-level government financing policies, procedures, and systems in resource-limited settings including costing tools and resource mapping tools, cost effectiveness analyses
- Previous experience and knowledge working with major donors to global health such as USAID, Global Fund, World Bank, GAVI
Project Scope and Deliverables
- Within 2 Weeks – HF Consultant reviews and understands work done to date in Malawi (by the MoH, LMH, and partners) on Health Financing for community health. Review reports and conduct desk research on Malawi’s community health programming and health financing plans.
- Working draft within 8 weeks + Revised draft after 12 weeks – Identify and document opportunities for short and long term engagement in health finance, aligned to the Malawi Program strategy. Conduct landscaping scoping and needs assessments to make recommendations regarding where LMH should best engage in health finance. Includes accompaniment with the LMH team to meetings with Ministry of Health, development partners, and other stakeholders. The landscape assessment should highlight 2-4 promising, high-value health financing interventions that LMH could conduct. The intervention recommendations should include description of the intervention, brief scope of the work and deliverable, and resources needed to accomplish the project. Output – Landscape Assessment and Intervention Recommendations
- Within 8 weeks + Ongoing – Contribute to Malawi’s health sector Health Finance strategy by (1) developing community health specific content for this health finance strategy, (2) advocating for the integration of community health in this strategy, and (3) facilitating the inclusion of community health perspectives such as CHSS, IMCI and RHD. Output – Malawi Health Finance Strategy includes community health/LMH inputs
- Within 12 weeks + Ongoing – Disseminate the existing District Resource Allocation study, develop any additional advocacy materials tied to the study (within 8 weeks). Engage the Planning Department on community health resource allocation, explore refining the existing district allocation tools, and define a future scope of work related to community health resource mapping integrated into the MOH processes. Output – scope of work defined with MOH, related to community health resource mapping
- Ongoing – Identify and support other efforts to support MOH and LMH in community health financing. This may include: (1) identifying immediate resource mobilization opportunities and supporting the MOH to secure those opportunities via – concept drafting, inputting into proposals, coordinating inputs, or stakeholder consultation, (2) input into costing of MOH community health strategies
- Ongoing – Other duties as assigned
