Project Description
The purpose of the $35M USAID Cambodia SOPHI Activity is to increase access to and utilization of integrated, sustainably financed primary and community health care. This activity will develop practical policy and guidelines that will strengthen the integration of community health systems and improve coordination among national programs and centers, increase sustainable health financing to support Primary Health Care (PHC) and Universal Health Coverage (UHC) efforts, and strengthen integration and sustainability of services and implementation of Social Behavior Change (SBC) approaches. The anticipated program will be based in Phnom Penh, Cambodia.
Position Description
The Health Financing Lead will play a critical role in driving efforts to enhance sustainable health financing in Cambodia, supporting broader primary health care (PHC) and universal health coverage (UHC) initiatives. This role involves strengthening the capacity of national and subnational authorities to improve the efficiency and effectiveness of social health protection schemes, expand population coverage, enhance benefits packages, and improve financial protection for vulnerable populations. The Lead will collaborate with government stakeholders to increase domestic resource mobilization, improve health budget planning and utilization, and ensure long-term financial sustainability for public health programs. The Lead will guide data-driven decision-making and strategic planning, working with partners to close funding gaps, improve accountability, and implement innovative financing models that address critical health issues.

Primary responsibilities will include but not be limited to:
- Contributes to, assists and participates in projects, activities, and initiatives as requested by R4D leadership.
- Lead the design and implementation of strategies to improve sustainable health financing, strengthen social health protection schemes, expand primary health care (PHC) and achieve universal health coverage (UHC).
- Collaborate with national and subnational authorities to improve operational efficiency and effectiveness of social health protection programs, working closely with government counterparts to enhance coverage and financial protection.
- Develop and oversee technical capacity-building initiatives for government officials to strengthen financial management and strategic planning skills.
- Guide data-driven decision-making for resource allocation, health financing reform, and strategic planning.
- Strengthen enabling environment for expanding social health protection coverage including working with stakeholders to develop and implement policies that support health financing sustainability and improve social protection for vulnerable groups.
- Oversee efforts to improve the transparency of and accountability for health financing.
- Promote private sector engagement and social contracting to strengthen health financing; foster collaborations between the public and private sectors to generate additional resources and expand the scope of health financing programs.
Qualifications:
- Bachelor’s degree in public health, economics, public policy, or other relevant field and 12 years of experience; master’s degree and 10 years of experience; PhD and 6 years of experience; or equivalent combination of education and experience.
- At least five (5) years of demonstrated experience in health financing, health economics, health policy development, and/or related programming.
- Strong knowledge of health financing topics, including resource mobilization, benefit policy design, social protection and/or health insurance, strategic purchasing, and public financial management; demonstrated understanding of global best practices in expanding coverage and improving financial protection for vulnerable populations.
- Understanding of primary and community health systems and health financing in the Cambodian context. Demonstrated experience in private sector engagement including a proven ability to foster partnerships with private actors to strengthen public health financing and innovative funding mechanisms.
- Experience building and maintaining effective collaborations with Ministry of Health, Ministry of Finance, academic or policy institutions, and/or CSOs to support policy development and implementation
- Strong analytical, problem solving, project management, and communication skills
- Ability to work well individually and in a team, including working with teams based remotely across time zones
- Previous experience working on USG or USAID-funded projects a plus
- Professional fluency in English required; fluency in Khmer strongly preferred.
