Job Overview:

CIR is seeking a Health Officer for its operations in Maracaibo and Falcón. The officer will be responsible for supporting the primary health care and sexual and reproductive health activities of the partners in Venezuela. To this end, the officer will be in charge of supporting the clinical activities of the partners and will ensure the provision of high-quality health services to the target population in accordance with the logical framework, the work schedule, and the budget plan.

Goals:

  • Provide technical support in Primary Health Care and Sexual and Reproductive Health activities to partners in the different states of the country, with emphasis on needs and efficient and effective implementation.
  • Support the Health Coordination with training and evaluations at the beginning and end of the projects (if applicable).
  • Ensure the implementation of health field activities and implementation of APS and SSR programs.
  • Prepare data analysis reports for the Zulia and Falcón projects.

Main responsibilities:

  • Under the supervision of the Health Coordination, ensure the execution and organization of all elements necessary for activities related to health and SRH.
  • Provide technical support and guidance to partners in their health and SRH activities.
  • Supervise the clinical care provided by partners in health services in accordance with care protocols, national health guidelines and the organization’s quality standards.
  • Coordinate with service providers for timely and appropriate access to medications and diagnostic services.
  • Propose strategies and oversee hygiene promotion, health education and counseling to patients/caregivers.
  • Advise on the creation of care routes and internal care models and their articulation with the external network and institutions.
  • Ensure all consultations undertaken are documented and patient records completed, as well as other data collection tools.
  • Ensure that patient confidentiality is respected and that all consultations are conducted in a dignified and respectful manner.
  • Use existing instruments and, if necessary, create mechanisms for quality verification.
  • Provide support in the collection of information, satisfaction surveys and other instruments required for the follow-up and monitoring of actions.
  • Ensure Infection Prevention and Control standards at service delivery points.
  • Other tasks assigned by the health coordinator that are related to the contractual object and that allow the development of the organization’s programs.

SG- SST Responsibilities: Carry out the duties derived from your employment contract in compliance with occupational health and safety regulations, not only in protection of your own health and safety but also with respect to other workers and beneficiaries and to safeguard the facilities where you work, reporting dangerous conditions or situations to your immediate supervisor or to internal bodies (health and safety area, occupational health and safety committee, emergency brigades, road safety committee) for the prevention of accidents and/or occupational diseases so that timely action can be taken. You will correctly use and maintain personal protective equipment in good condition, immediately reporting any loss, deterioration, expiration, or malfunctioning of the same to the person responsible for its supply or maintenance. You will report your health status and participate in training and in health and safety committees. Failure to comply with health and safety responsibilities and duties will be considered a serious offence and will be grounds for disciplinary proceedings and measures and/or termination of the employment contract.

Job Requirements:

  • Education: Degree in health sciences (medicine or nursing)
  • Minimum of 2 years of work experience in the management of health facilities and/or humanitarian health projects.
  • Desirable: Experience in primary care and sexual and reproductive health, previous work experience in emergency and unsafe environments and promotion of breastfeeding, nutrition.
  • Experience in methodological transfers to external sources.
  • Experience transferring knowledge with diverse population groups.
  • Commitment to work through coordination systems to generate impact.
  • Computer skills in Microsoft Office (Excel, Word and Power Point).

Preferred experience and skills:

  • Written and oral communication skills.
  • Ability to deliver results and communicate through report writing.
  • Ability to work in a team, flexible, network creator, able to handle pressure well, Ability to adapt to changing contexts.
  • Ability to teach and train internal and external staff on SSR, APS, STI, Prenatal Care, Breastfeeding and Mother to Mother groups.
