Position Summary:

The Health Program Officer plays a pivotal role, under the direction of the Program Manager, in advancing health programs across Jordan, Gaza, and the broader region. This position is responsible for supporting the Health Programs in Jordan, Syria, and Gaza, with a key focus on managing current health projects in Gaza.

Key responsibilities in project management include but are not limited to, following up with field teams, coordinating closely with colleagues in the Jordan office (including Health, MHPSS, MEAL, finance, and other departments), attending all relevant project-related meetings, and submitting regular monthly reports to the Program Manager. These efforts ensure the smooth implementation and monitoring of health initiatives.

This role requires a strong foundation in both technical expertise and project management within NGO health programs, encompassing program design, development of protocols and SOPs specific to the Health Program, and creation of essential field materials. The Health Program Officer will receive support from the Program Manager. The ultimate goal of this role, as part of the program team in Jordan, is to ensure the delivery of high-quality health services and initiatives across Jordan, Gaza, and the region.

Main Responsibilities:

  • Support the development of health program protocols, SOPs, and program portfolio: Assist in establishing standardized procedures for effective program delivery under the guidance of the Program Manager.
  • Develop concept notes and project proposals: With expertise in proposal writing and project design, this position will spearhead the creation of compelling concept notes and project proposals. This involves synthesizing field insights, identifying program needs, and aligning with donor priorities to craft detailed, high-quality submissions that attract funding and ensure program sustainability. The role also requires a strategic understanding of proposal frameworks and budgeting to develop comprehensive documents that meet international donor standards.
  • Manage health projects and initiatives: Oversee the effective implementation, monitoring, and evaluation of health projects, ensuring close coordination with field teams and relevant departments (program, MEAL, finance, logistics, etc.), and actively participate in all relevant meetings to ensure project success. Provide timely follow-up on project activities, track progress against timelines and budgets, ensure reporting and compliance requirements are met, and contribute to the overall success of the project.
  • Contribute to the development of outreach action plans and activities: Collaborate with the Program Manager to design and implement outreach initiatives that extend health services to the community and vulnerable populations, ensuring alignment with overarching program goals.
  • Assist in preparing and organizing awareness-raising materials: Work with the program team to enhance community engagement and advance the objectives of the Health Programs.
  • Conduct regular field visits to partners and project sites: Monitor progress, identify challenges, and provide programmatic support, ensuring effective program implementation under the supervision of the Program Manager.
  • Contribute to capacity-building services: Support the planning and delivery of technical assistance or direct training for partner NGOs, local organizations, and institutions, fostering collaboration and skill development.
  • Collaborate with data entry and M&E staff: Ensure accurate tracking of program outcomes and impact to support informed decision-making within the health program.
  • Collaborate with program teams: Ensure the seamless integration of health initiatives with other ongoing programs, optimizing efficiency and alignment with organizational goals.
  • Identify training needs and support capacity-building initiatives: Help devise capacity-building strategies, assist in developing training materials, and conduct training sessions to enhance the skills of program staff.
  • Prepare and submit regular reports: Submit monthly, quarterly, and yearly reports as requested, detailing the progress of health program initiatives.
  • Perform other duties as assigned by the Program Manager and/or the Regional & Country Director in Jordan.

Coordination and Communication:

  • Coordinate the exchange of information between field offices, program departments, and external relations for the timely submission of project proposals and reports.
  • Support the operations team by ensuring project implementation aligns with operational priorities, facilitating communication between the operations team and other departments.
  • Provide guidelines and recommendations to field offices regarding operational situations to ensure alignment with agreement stipulations and reporting requirements.
  • Establish and maintain effective communication and collaboration with project stakeholders across the agency.

Advisory Support:

  • Provide expert advice to the partnerships team on technical project-related issues.
  • Respond to donor queries and reporting needs.
  • Undertake research and provide recommendations to the Program Manager for planning, policy, and decision-making.

Coordination and Communication:

  • Coordinate the exchange of information between field offices, program departments, and external relations for the timely submission of project proposals and reports.
  • Support the operations team by ensuring project implementation aligns with operational priorities, facilitating communication between the operations team and other departments.
  • Provide guidelines and recommendations to field offices regarding operational situations to ensure alignment with agreement stipulations and reporting requirements.
  • Establish and maintain effective communication and collaboration with project stakeholders across the agency.

Collaboration with External Stakeholders (Assigned by the Program Manager):

  • Participate in and represent UOSSM USA in the Health Program in all meetings with stakeholders, including Health working groups and relevant partners and donors’ meetings.
  • Contribute to the development of appropriate MOUs/ TORs, along with the administrative managers, with relevant stakeholders and humanitarian actors to support program implementation and coordination. Maintain final MOUs/ TORs in the implementation area and administration.
  • Maintain close relationships with project stakeholders across the agency to manage and troubleshoot issues related to project implementation.
  • Provide guidance on the regular updating of information on grant agreements, reporting requirements, and project timelines.
  • Represent the program and operations teams in meetings, committees, and donor visits as needed.

  • Ensure adherence to quality assurance measures, proactively addressing challenges to maintain high standards of program delivery.
  • Foster a positive work environment emphasizing teamwork and inclusivity, promoting a culture of collaboration and mutual support among program staff.
  • Uphold ethical standards in all interactions and decision-making processes, ensuring integrity and accountability throughout program implementation.

Reporting Line:

  • The Health Program Officer reports directly to the Program Manager. In the event that the Program Manager position is vacant, the Health Program Officer reports directly to the Country and Regional Director in Jordan, and reports technically to the HQ Program Director.

Educational Qualifications:

  • Healthcare professional background.
  • Diploma or TOT in program management or master’s degree in public health.

Experience:

  • Minimum of 3 years’ experience in humanitarian contexts and the health field.
  • Minimum of 2 years’ experience in health program management with NGOs and institutional donors.
  • Training skills with certifications in health topics such as TOT and TOMT from recognized bodies.
  • Experience in managing remote teams.
  • Experience in project management and coordination, including familiarity with project cycles, budgets, work plans, and reporting.

Competency:

  • Excellent communication skills in English, both oral and written.
  • Knowledge of humanitarian principles.
  • Proficiency in computer skill and writing clear and concise reports.
  • Skills in program sustainability, capacity building, and project management.
