HEALTH PROGRAMME MANAGER AT International Committee of the Red Cross (ICRC)

PURPOSE, SCOPE AND IMPACT

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

ICRC staff members are the organization’s greatest asset in implementing its humanitarian mission.

In a changing humanitarian landscape in Jordan, the ICRC delegation in Amman is focusing on domains where the ICRC enjoys a robust comparative advantage linked to its recognized expertise (e.g. Detention and Restoring family links activities). In parallel, the ICRC is developing a prevention approach to anticipate and respond to (potential) needs in the country. To this end, the ICRC engages in supporting national healthcare providers and other relevant institutions for capacity building related to emergency responses.

The Health Programme Manager will have, under the supervision of the Health Coordinator, ICRC health projects under their responsibility and work in close interdisciplinary collaboration with other members of the health team.

They will provide managerial support within a local (Amman) to national remit (Jordan).

They should be able to lead a team of up to approximately 2 mobile and 5 resident staff, after the induction program is finalized.

TASKS AND RESPONSIBILITIES

Based on a tailored induction plan for the Health Program Manager, that is built and monitored in collaboration with ICRC headquarters, and that will include a field mission and several ICRC Health modules, they will gradually:

· Develop and implement ICRC health projects and activities in Jordan in the following areas:

Healthcare in Detention, Health in Emergencies, Physical Rehabilitation Programme, Mental Health and Psychosocial Programme (MHPSS), COVID-19 pandemic and follow-up

· Monitor the impact of health activities, including through field trips

· Be in charge of representation and networking

· Conduct health assessments and maintains an overview of the health needs and epidemiological profile of the population when relevant.

· Be in charge of internal and external reporting

· Be responsible for project costs, staffing needs and training activities

RELATIONSHIPS

· Internally, interacts with delegation health and relevant non-health staff (e.g. Medical Logistics), and with technical reference persons at ICRC headquarters

· Externally, interacts with contacts related to his/her tasks (local authorities, health facility staff, community leaders, civilians), in agreement with the Health Coordinator

EDUCATION AND PROFESSIONAL EXPERIENCE REQUIRED

· Public health or health professional with clinical health background

· Degree in medicine is required

· An advanced degree in Public Health or Health Management will be preferred

· Experience with an international NGO in emergency settings is an asset

· Minimum of 10 years professional experience leading, designing and implementing Health programs; preferably in an emergency/complex humanitarian context

· Extensive field experience is required in Jordan, and preferably equally outside Jordan

· Demonstrated successful experience in capacity building and project design

· Proven Health project management experience is a requirement

· Experience working with local partners in health programs is preferred

· Fluent English and Arabic (both written and oral). Any other ICRC language (French, Spanish, Russian) is an asset
