The Norwegian Refugee Council (NRC) is an International Non-Governmental Organization based in Oslo, Norway that works in more than 40 countries offering humanitarian assistance to the most vulnerable population. NRC has been responding to the growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating interventions for legal assistance, education, accommodation and infrastructure, water and sanitation, and livelihoods.

NRC is an organization with a high international reputation for humanitarian assistance and has been working in Latin America for more than 30 years leading humanitarian action in many of the countries where it operates.

In Mexico, NRC has been collaborating with local partners since 2019 and is currently expanding its scope, initiating activities through direct implementation in the States of Veracruz, Coahuila and Mexico City, with more than 20 collaborators hired by NRC in Mexico, giving assistance to displaced persons in the intervention areas in the country.

one. Objective

A rewarding opportunity to join our team at NRC Mexico, we are looking for a Health, Safety and Security Officer (HSS) who will be responsible for supporting NRC programming in Mexico through the provision of professional support for security. In particular, it will support the implementation of security management procedures in line with the Security Management Plan (SMP), support the Area Manager and HSS Manager in the implementation of HSS policies, help staff with implementation of operational safety procedures, It will foster a culture of mission safety and ensure that all facilities meet the NRC’s minimum safety standards.

2. Main responsibilities

Implementation of security policy

  1. Develop (with the support of HSS Manager), update and implement NRC security policies in accordance with the minimum safety standards, procedures, plans and standards established by the inclusive organization of Standard Operational Procedures (SOPs) , Contingency Plans, Minimum Operational Security Standards (MOSS), Minimum Operational Infrastructure Standards (MOIS), travel authorization applications (TARs), among others.
  2. Ensure the application of NRC’s minimum operational safety standards and procedures globally
  3. Collaborate in the development of risk assessments for the safety of NRC personnel, assets, facilities and operations according to the standards and tools established by the inclusive organization of Risk Assessment Analysis (SRA), fast SRAs, Plans Safe Access (PAS), among others.

Security notices and context updates

  1. Contribute to the context and security analysis of the area office as directed by the Area Manager and HSS Manager, either through the development of written products and / or security briefings.
  2. Develop and disseminate regular security updates for NRC personnel with a focus on NRC’s areas of operation in Mexico and the identified risks
  3. Disseminate urgent notices to staff when appropriate
  4. Participate in regular meetings with the field team and management by providing context updates and security for Mexico;

External security coordination

  1. Develop and / or maintain a network of NGO and UN security professionals and the Security Forum in Mexico, as well as interlocutors from state security institutions and other relevant government institutions in the NRC Mexico areas of operation

Monitoring and support for travel and field operations

  1. Review and approve the mission plans of the NRC staff within the Mexico responsibility area, and support the Monitoring Center in monitoring professional movements
  2. Respond immediately according to NRC and area office protocols in case of emergencies affecting personnel, assets, facilities and / or operations in NRC Mexico
  3. Facilitate pre-departure briefings for staff conducting programmatic activities and / or job visits in the area of responsibility of the Mexico area office

Security training

  1. In cooperation with the Manager and other HSS colleagues, plan and implement HSS training for staff; be it standardized training (HEIST, first aid, etc.) or ad-hoc (EJ: fire extinguisher operation); attend the trainers course in case of receiving an invitation.

  2. Perform any other task requested by the Area Manager and / or HSS Manager within the framework of your position.

3. Professional Competences

  • University degree (or three years of relevant experience with a baccalaureate degree).
  • Knowledge of best security practices and standards in Mexico.
  • Extensive knowledge of Mexico to include local politics and the dynamics of relevant actors including criminal groups.
  • At least 2 years of previous security-related work experience in an NGO and / or in a humanitarian aid context
  • Previous work experience in complex and volatile contexts
  • Documented results related to job responsibilities.
  • Excellent communication and interpersonal skills
  • Ability to synthesize a large volume of information in concise reports
  • Ability to develop and apply security training
  • Spanish domain

Desirable:

  • Coordination capacity between NRC departments and external entities
  • Knowledge of mapping software, including Google Earth; great mastery of map reading, ground navigation, and GPS coordinate mapping
  • Professional competence in English
